This position is an exceptional opportunity to contribute to policy development, analysis, advice, policy-research, strategy and program development, and briefings with a focus on housing affordability , and in collaboration with federal-provincial,-municipal and Indigenous partners to achieve better housing outcomes.


We are seeking MA and PhD economists and other social scientists with strong quantitative and analytical research skills focused on housing, urban economics, or social policy.



  • Contributing to rigorous, evidence-based policy advice on matters pertaining to national housing policies, programs and strategies, to support recommendations to senior management and the Minister concerning CMHC’s future mandate, role, and policy and program mix.
  • Contributing to briefing notes and materials, decks and policy development processes to propose new housing programs and strategies to address housing needs of Canadians, including vulnerable populations, and bringing sound knowledge of (housing) policy issues and solutions.
  • Particular focus will on collaboration with the provinces and territories to advance national housing policy priorities that improve housing outcomes for Canadians
  • Building relations and collaborating with key federal, provincial and municipal partners will also be key to the role, looking at synergies across social policy priorities.
  • Contributing to policy-research and analyzing the public policy environment, including literature reviews, analyzing position papers, reports, plans and strategies related to housing at the local, national and international level, and providing senior management and the Minister with timely assessments of potential implications and opportunities for housing and CMHC.


Minimum Qualifications:

  • University degree in a related field with a minimum of 5 years of work experience in housing policy and research. A Masters and/or PhD degree with 3 years of work experience would be considered an asset.
  • Knowledge and expertise in policy analysis related to housing markets and affordable housing for vulnerable populations, or other related areas of economic and social policy.
  • Experience working with other levels of government and intergovernmental relations to advance policy priorities and solutions, as well as strong coordination and collaboration skills.
  • Demonstrated research skills to collect and synthesize information from a variety of sources such as analysis of primary data, academic research, government reports, and stakeholder positions.
  • Demonstrated communication and writing skills to effectively and succinctly present policy considerations, positions and proposals through briefing notes, decks, correspondence, policy papers and other materials.
  • Ability to take initiative and work independently in individual projects, as well as ability to work collaboratively.
  • Candidates should have strong analytic skills including a capacity to manipulate and analyze large data sets with one or more statistics packages including R, Stata, SAS and Python. Experience in agent-based simulation modelling and general equilibrium models are considered assets.
