This position reports to the Financial Solutions team in our Office of the SVP, Client Solutions sector. This sector collaborates with our partners to solve housing affordability challenges.


About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. The position is an exceptional opportunity to become a member of the Indigenous and Northern Housing Solutions team, where you will be responsible for performing the review, prioritization and approval of subsidy, contributions and loans applications under the National Housing Strategy (NHS) and existing First Nation Housing programs. Working closely with client relationship managers, you will support clients through the application process, and work to remove barriers. You will also be responsible for the risk recommendations and decisions for the more complex scenarios relevant to reviewing applications, financial assessments, mitigating risks, optimizing client service and achieving government program objectives. This will help us make housing affordable for everyone in Canada.

What you will need
• Bachelor's Degree such as Business, Finance, or Commerce with a minimum five (5) years of relevant experience or an equivalent combination of related education and experience.   
• Strong knowledge of construction financing, real estate, financial markets and credit risk analysis                                                      
• Demonstrated experience working with financial viability and loan approvals
• Demonstrated experience reviewing, evaluating and prioritizing loans, subsidies and/or contribution applications.                         
• Sound knowledge of CMHC’s Multi-Unit Programs, Commercial Residential Financing and First Nation Housing programs   
• Ability to research issues, analyse problems, synthesize information and make recommendations.
• Ability to manage files and issues of a politically sensitive nature using critical thinking, judgement and experience to find / propose solutions                                                                                                  
• Ability to establish and maintain effective working relationships                                                 
• Strong decision-making skills and analytical skills
• Strong oral and written communication skills                                              


What you will be doing
• Providing effective and efficient delivery of NHS and existing First Nation Housing programs in contribution to service standards.                                                        
• Reviewing, prioritizing, assessing financial viability and approving loan, subsidy and contribution applications and leveraging the various programs offered by First Nation Housing to find the most suitable solution for the proponents to achieve the expected results of the programs.                                         
• Reviewing, prioritizing assessing financial viability and approving  loan, subsidy and contribution applications within the associated policy framework and delegated financial authorities.                   
• Applying sound judgement and decision-making practices that are factual and based on complex financial analysis to derive recommendations and solutions in line with the expected results of the programs and within CMHC's risk appetite and government expectations.                              
• Managing risk by exercising prudence and due diligence while reviewing, assessing and approving applications, monitoring the quality of results and by reviewing key performance indicators.        
• Working in partnership with clients, stakeholders, and various levels of government by offering advice, support and alternative solutions and communicating key decisions, interpreting policies and responding to inquiries related to CMHC’s housing programs.                                                         
• Serving as peer reviewer and approver on investment and risk recommendation decisions within their financial authority limits.                                                   
• Providing input to shape functional policies, products, and processes.                                     
• Preparing briefing notes, submissions, issue papers, dockets, and responses to Ministerial and presidential correspondence related to the delivery of CMHC’s Housing programs.                                                         
• Maintaining quality relationships with clients to understand their needs and objectives and explore opportunities.
