About the role
Join the Office of the VP, Audit and Evaluation Team, in the Specialist Evaluation Services position. You will play a key role in the oversight, strategic planning, delivery and reporting of the evaluation function. You will serve as an internal expert in housing program evaluation, providing evaluation and advisory services to provide data-driven findings and recommendations. You will provide independent, evidence-based and value-added evaluation services, using advanced qualitative and quantitative data analysis skills, applying a GBA Plus lens. You will also plan, manage, complete and communicate evaluation findings related to the relevance, effectiveness and efficiency of programs. 

 

This is a temporary position with a duration of 18 months. 
 
What you’ll do:

  • Lead program evaluations and produce evaluation reports, including recommendations for senior management, intended to influence policy and program enhancements, in line with strategic priorities.
  • Manage deliverables across all phases of an evaluation project (initial design planning, conduct and data collection, report and approvals, dissemination and close-out phases), and provide guidance to support the business lines’ completion of management response and action plans.
  • Collaborate with evaluation staff to lead and support evaluation projects, notably through data collection and analysis, including work conducted by internal evaluation staff and external consultants.
  • Build and maintain strong relationships with business lines to establish ongoing dialogue to strengthen the quality of services provided by the function.
  • Provide expert advice to support the Senior Manager, Evaluation Services, on strategic corporate projects to advance the evaluation function, identify opportunities for new projects or services, in line with best practices and/or to support innovation.
  • Act as an expert advisor on evaluation to inform the development of memoranda to Cabinet, Treasury Board submissions and other corporate deliverables.

 
What you should have: 

  • Master’s degree in economics, social science, political science, program administration, business administration, statistics, finance, or a related field.
  • Minimum of five years of demonstrated experience leading evaluation, research, policy or other projects, particularly providing guidance to others, including external consultants and colleagues, to achieve results.
  • Advanced knowledge of, and experience with, research and analysis of qualitative and quantitative data, using appropriate methodologies and statistical analysis (e.g. R, Python, Databricks, SPSS) and providing facts, evidence, and conclusions to support internal and external decision making.
  • Advanced theoretical and specialized knowledge of standards and best practices relevant to evaluation activities and functions, notably an understanding of logic models, GBA Plus and Treasury Board guidelines. 
  • Strong writing skills and ability to present complex findings succinctly for senior management, notably using data visualization skills.

 

It would be great if you also had:

  • Credentialed Evaluator (CE) or post-graduate degree/certificate in public policy, program administration, program evaluation or a related field, or equivalent experience.
  • Strong oral and written communication skills in both official languages (English and French).
