This position reports to the Evaluation team in our Office of the VP, Audit and Evaluation sector.

 

This position is open to interchange Canada.


About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. You will play a key role in the oversight, strategic planning, delivery and reporting of the Evaluation function. You will ensure that a comprehensive and reliable base of evaluation evidence is available in a timely manner to support policy and program improvement and expenditure management, as well as Executive, Board and Cabinet decision-making and accountability reporting. You will serve as an internal expert in evaluation and the Evaluation Standards; as well as provide advisory evaluation services, plans and complete evaluation plans and processes to assess the efficiency of policies, processes and initiatives. You will prepare plans in determining the scope for evaluation projects; communicate evaluation results in an accurate and timely manner and work with clients as required to address issues identified in evaluation reports. You will play a strategically important role in the function’s evolution and sustainability. You will participate in complex research of industry standards, requirements, and best practices. Your expertise providing expert advice to the organization and play a key role in the timely delivery of projects and services will help us make housing affordable for everyone in Canada.
 

What you will need
• Undergraduate degree in evaluation, auditing, management, economics, sociology or statistics.
• Minimum of 5 years’ experience.
• Ability to perform qualitative and quantitative research and analysis and economic analysis for assessing cost-effectiveness and cost-benefits.
• Ability to develop evaluation plans, methodology and reports.
• Ability to develop briefing and decision-making documents (such as briefing notes, reports and decks), and make recommendations to senior management, the Board and/or ministers; ability to develop collaborative working relationships with internal and external stakeholders.
• Advanced theoretical and specialized knowledge of standards and best practices relevant to evaluation activities and functions. In-depth knowledge and understanding of CMHC’s mandate, business objectives, policies, programs and products, major interdependencies and regulatory framework.
• Demonstrated consultation, issue resolution and negotiation skills are critical in developing effective client relationships.
• Superior analytical skills with demonstrated ability to capture and synthesize information to develop strategic evaluation plans and reports and make linkages between performance measures and outcomes.
• Ability to set and manage changing priorities and carry out concurrent projects.
• Ability to use tact and discretion in dealing with sensitive issues.
• Superior written and oral communication skills with the ability to communicate to various contributors
• Ability to network with the industry to keep informed of trends and best practices.
• Ability to build and manage effective working relationships with peers, subordinates, internal clients, external contacts, and senior management.


What you will be doing

Develop Evaluation Framework and Plans
• Actively participate in the development, implementation and maintenance of the evaluation framework for the function including evaluation policy / charter, evaluation universe, governance and controls procedures, systems and practices as well as associated outsourcing, information security and technology considerations.
• Consult with senior program managers and internal and external partners/stakeholders to establish evaluation priorities.
• Provide significant input into the drafting of annual and multi-year risk-based evaluation plans.
• Analyze feedback received from senior management and members of the Audit Committee of the Board of Directors to identify and assess opportunities for new projects or services.
• Liaise with Audit to ensure synergy between evaluation and audit practices and results.

 

Execute the Evaluation Framework and Plans
• Monitor the performance of the Evaluation function and contribute significantly to reporting on results and on progress against related plans.
• Communicate with management and governance bodies on a continuous basis to ensure there is a common understanding on progress of projects and reviews and on issues of significance.
• Lead the development of the terms of reference of individual evaluation projects and the definition of the research questions, methodologies and approach for the conduct of these projects.
• Employ a wide range of quantitative and qualitative analytical techniques, including scenario building, forecasting, modeling of alternatives, cost-benefit analysis, contingency planning, etc., to assess the effectiveness and efficiency in the achievement of expected outcomes.
• Supervise and monitor work performed by consultants.
• Ensure compliance with program evaluation standards: utility, feasibility, propriety, accuracy, accountability.

 

Strategic Communications
• Monitor closely the development of evaluation findings, conclusions and recommendations reports and ensure sufficient and adequate evidence exists.
• Ensure relevant and timely feedback and response is obtained from senior management including meaningful action plans to address reported recommendations.
• Develop strategic communications advice and prepare a range of strategic communications materials (presentation decks, speaking points, Qs and As, strategy notes, briefing notes, correspondence, etc.) to support decision making by senior management, the Board, central agencies and the Minister's Office.
• Identify potentially sensitive issues related to CMHC’s mandate, policies, programs and operations.
• Obtain approval of the report and of its public release.
