This position reports to the Treasurer team in our Office of the Chief Financial Officer sector. This sector uses financial foresight and legal insight to improve housing affordability.

About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. You will provide cash management expertise to CMHC through the preparation of cash forecasts, assessment of cash allocations to investment portfolios, monthly liquidity assessment, investor relations support, management of the overall banking relationship and general support for Treasury's activities. This will help us make housing affordable for everyone in Canada.

What you will need
• Undergraduate degree in an area such as business administration, public administration, economics or commerce. Chartered Financial Analyst (CFA) or Chartered Professional Accountant (CPA) designation would be considered an asset.
• Minimum of five years experience in financial analysis or Treasury.
• In-depth knowledge and understanding of bank relationships and banking operations, including internal controls.
• In-depth knowledge and understanding of cash forecasting techniques in a large organization with multiple investment portfolios.
• Knowledge of financial legislative and regulatory requirements, Treasury operations and financial risk management.
• Knowledge and experience with technology tools and applications such as spreadsheets and databases.
• Strong analytical and problem-solving skills, interpersonal skills and well-developed written and oral communication skills.
• Strong attention to detail and a commitment to providing accurate information.
• Strong relationship-building, relationship management and networking skills.


What you will be doing


Corporate Cash Management

• Prepare cash forecasts (daily and weekly) and ensure accuracy, within specified tolerances, and in compliance with established processes. Monitor cash flows throughout the day.
• Determine daily cash allocations for investment portfolios and perform timely reconciliations. Assess all incoming cash flows to identify the source and impact on the respective portfolios. Monitor and investigate variances between actual and forecasted cash flows, perform statistical analysis between actual cash flows and economic or other factors and identify opportunities to improve cash forecasting.
• Develop and maintain effective communication and internal controls for the cash management function, ensuring policies, procedures, processes and systems are current and reflect best practices.
• Report to internal and external stakeholders on a variety of cash flow issues and maintain current and historical database information on cash flows to support cash management and related reporting requirements to the Treasurer.
• Assess any changes to CMHC's business activities that have an impact on cash flows and the allocation of cash to CMHC’s investment portfolios. Review these changes with the functional area and if cash flow is affected, or the cash allocation methodology changes, ensure the forecasting process incorporates the change.


• Analyze and prepare spreadsheet and documentation in support of the monthly liquidity requirements.
• Advise on the necessity to borrow if required.

Investor Relations

• Support investor relations activities through the management of marketing and reference materials, maintenance of investor information and coordination of investor relations activities, including developing and maintaining relationships with investment dealer representatives.
• Maintain the investors' database and the presentation deck.


Other functions

• Support Treasury initiatives and activities with analysis, research, reports and general support.
• Calculate, where required, and disseminate weekly and monthly lending rates and market information.
• Manages the overall banking relationship with the Corporation's banker and ensures the Corporation receives high quality banking service.
• Coordinates any request for proposal for the Corporation’s banking services.
• Ensures a smooth transition of banking services should a decision be made by CMHC to change the Corporation’s banker.
