About the role

We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. Your expertise in researching and writing ministerial and executive briefing notes, correspondence and communication to ensure that products meet editorial standards and are appropriate for the target audience, typically Cabinet ministers, ministers’ offices as well as your experience working in a high performance, highly time-sensitive environment will help us make housing affordable for everyone in Canada.


What you will need

  • Undergraduate degree in a related field such as social sciences, business administration or communications is required.
  • Minimum of five years of experience.
  • Political and environmental acumen and judgment.
  • Knowledge of federal, provincial and municipal responsibilities for housing.
  • Organizational skills and ability to work independently as well as in a team environment and to multi-task within short time frames. Strong research and analytical skills in order to be able to understand and communicate complex information and identify linkages between issues and events.
  • Advanced business writing and editing skills, with emphasis on clear, concise and accurate writing, in order to carry out frequent editing of content to condense material and distinguish between superfluous detail and relevant facts and data.
  • Ability to establish and maintain productive co-operative working relationships with employees in different sectors and across all levels.
  • Ability to negotiate the content of briefing materials with CMHC staff, including CMHC management, and to persuade others to agree to changes.
  • Ability to organize work flows to manage approval processes within tight deadlines.
  • Analyze information, problems, situations, practices and procedures in order to define client needs, identify relevant concerns or factors, identify linkages between issues across sectors, formulate logical conclusions, recognize alternatives and their implications and organize material, information and processes in a systematic way to optimize efficiency and minimize duplication.
  • Ability to modify or adapt processes to reflect circumstances.
  • Knowledge of the parameters of the role and ability to exercise judgment and make decisions regarding approaches to daily tasks. Ability to meet project requirements that are often defined by outside needs, and to determine how to best prioritize workload to achieve objectives within proscribed deadlines, under the general direction of the Director of Corporate Relations.
  • Ability to influence and motivate colleagues to contribute to final products/outcomes of high quality and that addresses the needs of the briefing, correspondence, or communication.


What you will be doing

  • Producing correspondence and communications materials to support the Client Solutions and Client Operations sectors, which may include correspondence on behalf of CMHC’s President or senior management, and communications on behalf of CMHC business lines or senior management.
  • Researching and drafting briefing notes, correspondence, communications; conduct accurate searches for relevant existing materials in corporate records, identify supplementary information required and consult with subject matter experts to obtain additional information.
  • Managing multiple concurrent dockets (projects) and interact with business lines at all levels to explain the context of deadlines and ensure timelines are adhered to.
  • Establishing deadlines based on client needs or outside demands.
  • Planning approval timelines to ensure sufficient time for each step of the process and tracking to identify trends, similarities, and dependencies for future dockets (projects).
  • Assessing the level of risk presented by dockets on a case-by-case basis, and route approvals in accordance with guiding principles. Determine risk by assessing the target audience, purpose, topic and media/public sensitivity of each item; high risk items require approval by the President or responsible sector head, while lower risk items require lower levels of approval. Interpret the application of the guidelines to circumstances and exercise judgment.
  • Balancing the need to mitigate risk against demands on senior management’s time while managing multiple tight deadlines.
  • Supporting and adding value to both the Client Solutions and Client Operations sectors, acting as the direct link between the sectors and the President's Office and liaising with other sectors as necessary, notably with Policy & Research.
  • Participating in or coordinating meetings to clarify or resolve issues that may arise both at the working level and with senior management.
  • Ensuring the Quality and Relevance of briefings, correspondence, and communications prepared for CMHC Business Lines within the Client Solutions and Client Operations sectors.
  • Providing editorial services for written documents produced within CMHC business lines, including formatting/grammatical checks. Advise business lines on client needs, including the scope of requests and linkages between business lines and issues.
  • Ensuring that briefing materials are consistent with established CMHC templates, and suggest variations from or improvements to templates on a case-by-case basis.
  • Providing a challenge function with business lines to ensure that materials are appropriate for the intended audience and contain the correct level of detail. Communicate the rationale for changes to senior management and negotiate outcomes.
  • Contributing to training materials and templates used by all of CMHC.
  • Responding to client requests and proactively generate accurate, relevant and concise briefing materials for Cabinet ministers, ministers’ offices, CMHC’s President, senior management and the Board of Directors, which may include notes for meetings with stakeholders, briefing notes on CMHC reports or initiatives, responses to questions from ministers or their offices, and briefing books for major events or meetings.
  • Understanding client needs (which may be the Minister, CMHC senior management, CMHC business lines, and the requestor as a member of the general public or a partner of CMHC) and distinguish between relevant facts and arguments and superfluous details. Provide advice to senior management and perform a challenge function as it relates to briefing, correspondence, and communications materials; this requires a degree of influence and in-depth knowledge.
  • Building strong working relationships with a broad range of CMHC employees in order to promote information sharing and responsiveness.
