About the role

We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. In this role you will have to assume responsibility for ensuring that CMHC's risk exposure is minimized in support of the development, management and maintenance of social and affordable housing programs through in-depth analysis of files as well as for recommending solutions for projects that are either seeking to create new affordable housing or preserve an existing social housing project or seeking funding, renewals or exceptions to policy. You will communicate and negotiate with consultants and clients to explore possible options and ultimately reach a solution that minimizes CMHC's risk exposure while seeking to deliver on CMHC’s mission to help Canadians meet their housing needs. Provide superior quality service to enhance the corporate image and maintain sound business relationships with industry clients and various levels of CMHC.

What you will need

  • Demonstrated experience in program administration and property development.
  • Undergraduate degree in business administration or commerce, with a concentration in accounting, finance or property management.
  • Minimum of five years of relevant experience.
  • Superior analytical and problem-solving skills with demonstrated ability to capture and synthesize information.
  • Strong knowledge of procedures, policies, regulations and risk management.
  • Strong communication skills (written and oral), including the ability to speak and write clearly and succinctly in a variety of settings and styles to communicate messages that have the desired effect.
  • Ability to persuade, influence and/or negotiate with others to gain acceptance of proposals or plans.
  • Understanding of the implications of public policy and political environment on federal/provincial Housing programs.
  • Ability to establish and maintain effective working relationships.
  • Decision-making skills.
  • Good organizational skills, including project management and the ability to undertake and complete multiple concurrent tasks.
  • Knowledge of market trends and developments in Canada and of industry partners.
  • Knowledge and understanding of mortgage loan insurance, real estate, and underwriting theories, principles and processes.
  • In-depth knowledge of how to analyze less complex revenue-producing properties.

 

 

What you will be doing

Analysis and Advice

  • Perform in-depth analysis of loan documentation, funding applications, project proposals, compliance reports and documents related to financial viability to recommend an appropriate solution.
  • Analyze and maintain complex information critical to the development of reports related to program outputs and outcomes, identify gaps and take steps to ensure they are rectified.
  • Prepare reports, presentations and briefing materials, and participate in or lead national teams that shape functional policies, products and processes.
  • Apply sound judgment and decision-making practices that are factual and based on complex analysis to derive recommendations and solutions in line with the expected results of the programs and within CMHC's risk appetite and government expectations.
  • Work closely with various professionals (from other CMHC business lines) and external experts to validate and verify facts and data that can have an impact on recommendations and financial decisions.

 

File and Client Management Operations

  • Provide expertise and advice on relevant programs, policies, products or services, ensuring that recommendations support CMHC's business and values.
  • Negotiate plans and provide feedback to clients, including provinces and territories (P/Ts), social housing providers, and developers, using personal knowledge of practices and policies pertaining to program funding, finance, law, property management, and mortgage underwriting policies and procedures for social and/or market housing.
  • Coordinate all activities and other policies and procedures relevant to the successful operation of assigned social and affordable housing projects or portfolio of projects.
  • Establish and maintain meaningful relationships with clients, in addition to other relevant stakeholders, to gain a thorough understanding of the operations and environment and facilitate reviews and analysis of documents.

 

People Leadership (human relations skills)

  • Understanding, influencing and/or serving people are important considerations in causing actions or acceptance by others.

 

Risk Management

  • Continuously monitor and report on external stakeholders and P/T environment and compliance with respect to program funding, analyzing trends, visibility and local direction to recommend changes to guidelines, policies and practices.
  • Manage risk by exercising prudence and due diligence while reviewing and approving applications, monitoring the quality of results and reviewing key performance indicators.
  • Leverage financial and policy authorities to recommend exceptions, when applicable, while designing new solutions.
