This position reports to the VP, Audit and Evaluation in our Office of the VP, Audit and Evaluation sector. In this sector, we have confidence in our management and delivery practices.   

 

About the role

We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. The audit and evaluation team is undergoing a transformation to be a leader in it’s practice.   A key member of the management team, you will work collaboratively todevelop innovative and insightful reporting to senior management and the Audit Committee, including quarterly and annual reporting as well as the audit and evaluation five year plan.  In addition, you will be responsible for the overall budget and forecasting for the team. This position supports a sector that is trusted and valued by management, and will help CMHC make housing affordable for everyone in Canada.

 

What you will need

  • Undergraduate degree in a related field such as auditing, accounting, finance, risk management.
  • Minimum seven years of relevant experience in a leadership role.
  • Demonstration of credible competence in the planning, organization and integration of Sector business planning.
  • Demonstrated ability to conduct rigorous analysis using critical thinking and judgement to resolve complex issues.
  • Superior oral and written communication skills with the ability to communicate complex information and influence a variety of audiences.
  • Strong knowledge and a solid understanding of CMHC's activities and risk exposures, the environment and industry-leading practices and trends.
  • In-depth knowledge and understanding of CMHC’s mandate, business objectives, policies, programs and products, major interdependencies and regulatory framework.
  • Proven track record of reporting in an internal audit function with extensive knowledge of and skill in applying internal auditing practices.
  • Authoritative knowledge of the professional practices of the Institute of Internal Auditors, best practices, internal audit processes, and financial institution control requirements.
  • Superior analytical skills with demonstrated ability to capture and synthesize information to develop strategic reporting to the Board of Directors and Audit Committee.

 

What you will be doing

Advice and Guidance

  • Provides advice and guidance to the Vice-President of A&E, regarding the alignment of strategic plans across the sector and other lines of defense, and makes recommendations regarding how the sector can adapt changes to meet current and future challenges.
  • Provides professional guidance within the A&E sector on how to integrate and align programs, plans and priorities across the Sector in order to leverage group synergies.

 

Analysis and Reporting

  • Leads and coordinates the preparation of quarterly audit and evaluation reports and annual review reports for presentation to Executive Committee and Audit Committee of the Board based on analysis of audit and evaluation results.
  • Performs quarterly and annual updates on five years plan that reflects the inputs of senior management and the Audit Committee and the impact of rapidly changing corporate environment.
  • Leads the reporting on audit Management Action Plans (MAPs) and identifies key risks and risk trends associated with these.
  • Establishes and builds best practices and processes about planning and reporting to identify ways of working horizontally/within the sector to drive efficiency and improve services.

 

Communication

  • Acts as integrator and key horizontal communications enabler within A&E and across other lines of defense by identifying efficiencies and opportunities for collaboration.
  • Presents results of areas listed in job purpose (i.e. KPIs, Risk Based Audit and Evaluation Plan, quarterly and annual results) in a concise and understandable way to Senior Management and the Audit Committee.
  • Presents results, influences decisions and outcomes and persuades others to take a course of action at a corporate level.
  • Maintains a variety of internal and external relationships and partnerships to identify best practices for consolidated IA reporting and planning.
  • Collaborates with senior management and colleagues within the sector to achieve outcomes and results desired.

 

People Leadership (Human Relations Skills)

  • Skills in motivating, understanding, and/or developing people are critical to the achievement of results through others.

 

Risk Management

  • Ensures the five year audit plan covers all the corporation's risk, and once the plan is rolled-out, represents the risk profile of the organization by analyzing the plan for identification of any gaps and duplications.
  • Collaborates and coordinates with the Chief Risk Office to establish a consistent view of risk across the organization as the basis for aligning risk controls and assessments that help minimize operational risks in a coordinated manner.
  • Develops risk assessment reporting framework of CMHC business activities and provides advice and recommendations to the sector.
  • Ensures effective risk management systems and practices are integrated within the planning and reporting framework and related processes.

 

Strategic Corporate Planning

  • Leads the development of an integrated risk-based sector strategy/prioritization framework and workplan for the Sector by working with the A&E senior management.
  • Oversees the creation of a framework / sector business strategy in collaboration with the senior A&E management team which may impact practices, processes and culture within the sector to ensure a cohesive approach to strategic planning and reporting, measurement and program development and delivery within the sector.
  • Acts as a project manager during internal audit projects planning. Collaborates with audit operations and the professional practices teams by incorporating both groups' expertise of work into a consolidated work plan.
  • Leads and manages the sector's procurement process by managing the budget planning process and cooperating with the audit managers, getting budget approval from the Audit Committee, and preparing the statement of work on behalf of the A&E team.
  • Oversees the establishment, maintenance and monitoring of internal sector KPIs with the inputs of A&E sector senior management.
