About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. You will lead risk management analysis, decisions and recommendations for approval for the most complex scenarios related to underwriting, file-specific risk mitigation, optimizing client service and achieving corporate objectives. You will structure solutions for the most complex multi-unit applications and identify risks likely uncommon to CMHC and provide creative solutions. This will help us make housing affordable for everyone in Canada.


What you will need

• Undergraduate degree in a related field such as accounting, business, finance or commerce.
• Minimum of seven years of prior relevant experience such as working with multi-unit mortgage loan insurance, lending, real estate (including non-housing related commercial), financial markets, and/or credit risk analysis.
• Strong knowledge of procedures, policies and regulations of risk management.
• Strong knowledge of financial analysis and statements, borrower legal structures and real estate and construction financing.
• Strong analytical, decision-making and problem-solving skills as well as able to evaluate risk/reward considerations.
• Strong understanding of serviced client groups in Canada, including legal documentation requirements, title registry systems in all provinces and territories, as well as expertise in understanding the independence of all corporate product offerings.
• Ability to take initiative and work independently to develop and utilize a network within CMHC.
• Ability to establish and maintain effective working relationships.
• Sound knowledge of mortgage financing and real estate laws, default remedy and/or public administration.
• Strong oral and written communication skills including presentation, persuasion, negotiation and influencing skills.


Additional Assets (if applicable)
• Successful completion of a professional association designation such as being Certified in Real Estate Finance (CRF), Certified Property Management (CPM), Chartered Financial Analyst (CFA), Chartered Accountant (CA) or Accredited Appraiser Canadian Institute (AACI) would be considered an asset.

What you will be doing


Advice and Guidance
• Provides expert opinion on the effective and efficient transactional delivery of multi-unit mortgage loan insurance, while adhering to the program's policies and operational procedures.
• Offers advice, support and alternative creative or innovative solutions to clients and stakeholders, including the communication of key decisions, the interpretation of policies and the response to inquiries relating to mortgage loan insurance.
• Serve as approver on risk recommendation decisions within financial authority limits, as applicable. Participate on national teams that shapes functional policies, products and processes.
• Negotiates and navigates through challenging politically sensitive issues, while adhering to all relevant policies and procedures.


Risk Management
• Exercises prudence and diligence to ensure compliance with all relevant internal policies and procedures applicable to the function, often pushing risk appetite beyond existing boundaries.
• Applies sound judgment and decision-making practices that are factual and based on complex analysis to derive recommendations and solutions in line with CMHC's risk appetite on CMHC's most complex transactions.
• Provide insurance risk recommendations and present mitigation options.
• Bases assessment on breadth of knowledge and experience rather than past transactions to provide unique risk mitigation recommendations.
• Sets precedents with recommendation and risk assessment on files.

Analysis and Reporting
• Provide effective and efficient delivery of mortgage loan insurance in contribution to service standards.
• Analyze more complex applications involving issues including misrepresentation, borrower structures and financial capacity reviews, higher financial exposures and exceptions to policy, as applicable.
• Conduct detailed risk analysis involving program/product requirements, including but not limited to an assessment of the property, market, borrower and loan, which may involve financial, legal and professional reviews.


Relationship Management
• Maintain quality relationships with clients to understand their needs and objectives and explore opportunities.
• Work in a team environment and contribute to service standards and turnaround times.
• Uses effective oral and written communication techniques to deliver quality service.
• Takes immediate action to address client needs and inquiries.
• Collaborates with internal stakeholders, such as legal services, policy and operations and borrower analysis to seek and secure professional input, clarification and concurrence in support of recommendations.


People Leadership (Human Relations Skills)

• Skills in motivating, understanding, and/or developing people are critical to the achievement of results through others.
