About the role

We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. Your expertise in providing strategic direction, technical advice and leadership on the assessment of applications and financial models and your experience with driving relationships with key business partners will help us make housing affordable for everyone in Canada.


6 permanent positions are available, 2 bilingual (CBC) and 4 English Essential (ZZZ). The positions can be filled anywhere in Canada.


What you will need

  • Undergraduate degree in accounting, finance, business administration, economics or commerce or a related field.
  • Minimum of seven years of relevant experience.
  • Demonstrated experience in program administration.
  • Sound knowledge of federally funded Affordable Housing programs and their context.
  • Expert knowledge of Housing finance.
  • Expert knowledge of underwriting theories, principles and processes.
  • Ability to make a persuasive, clear presentation of ideas that will convince others and gain acceptance of proposals or plans.
  • Understanding of the implications of public policy and political environment on federal and provincial ousing programs.
  • Sound analytical skills with demonstrated ability to capture and synthesize information to develop strategic business plans.
  • Skills in motivating, leading and developing people.
  • Demonstrated experience in property development.
  • Strong written and oral communication skills.
  • Expert knowledge and understanding of mortgage loan insurance, real estate, financial markets, credit analysis, underwriting theories and processes.
  • Certification in Real Estate Finance (CRF), Chartered Financial Analyst (CFA) or Chartered Accountant (CA) designation would be considered an asset.


What you will be doing

  • Identifying and managing risk by ensuring due diligence while reviewing and approving complex applications, monitoring the quality of results and reviewing key performance indicators.
  • Providing expert functional advice and guidance to the regional network of client-facing Affordable Housing teams.
  • Reviewing and approving reports on activities funded or completed through the initiatives, as well as approving inputs to the functional reports, corporate reports, annual report, reporting on project level information to the Minister's Office, and any other reports requiring input for investments or sale of assets.
  • Providing strategic input into the development of policy enhancements for the functional area.
  • Ensuring guidelines and procedures are followed by leading the process on reviewing and approving land purchases, contributions, equity and loan applications.
  • Providing input into divisional vision, direction setting, business planning and development.
  • Managing the review and decision of affordable housing loans, equity, contribution and land sale applications within the associated policy framework and delegated financial authorities.
  • Providing coaching on technical financial tools and reviews applications that are complex, high in dollar value and/or that include significant risks.
  • Ensuring financial controls are adhered to for all investments and sales made under the initiatives.
  • Fostering a client-centred, focused, performance-oriented culture while building and maintaining relationships with senior-level stakeholders within the housing industry and the federal government.
  • Developing and maintaining relationships with key clients in order to assess their requirements and satisfaction and identify product development and improvement opportunities.
  • Providing input into divisional vision, direction setting, business planning and development.
  • Managing issues of a politically sensitive nature using critical thinking, judgment and experience to find a solution.
  • Managing the review and decision of affordable housing loans, equity, contribution and land sale applications within the associated policy framework and delegated financial authorities.
