This position reports to the Evaluation team in our Office of the VP, Audit and Evaluation sector.

 

About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. You will be responsible for the oversight, strategic planning, delivery and reporting of the Evaluation function. You will provide oversight and direction on the annual Results Based Evaluation Plan and all stages of an evaluation, from planning/design, conduct, analysis and reporting.  You will help develop and maintain the evaluation practices, policy positions and evaluation Framework (governance, templates, guidelines, procedures etc.). You will develop substantive materials and recommend key decisions to senior management.  You will act as a champion of the Evaluation function within and outside the organization. This will help us make housing affordable for everyone in Canada.
 

What you will need
• Undergraduate degree in a related field such as social and political sciences or public and business administration.
• Minimum seven years of prior relevant experience conducting and leading program evaluations.
• Ability to support a team in the planning and execution of qualitative and quantitative research analysis and/or economic analysis for assessing cost-effectiveness and cost-benefits.
• Ability to review evaluation plans, methodology and reports.
• Ability to develop briefing and decision-making documents (such as briefing notes, reports and decks), and make recommendations to senior management, the Board and/or ministers.
• Ability to develop collaborative working relationships with internal and external stakeholders.
• Expertise in standards and best practices relevant to evaluation activities and functions.
• Expertise in analytical skills with demonstrated ability to capture and synthesize information to develop strategic evaluation plans and reports.
• Ability to set and manage changing priorities and carry out concurrent projects.
• Ability to use tact and discretion in dealing with sensitive issues.
• Superior written and oral communication skills with the ability to communicate to various contributors.
• Ability to network with the industry to keep informed of trends and best practices.


What you will be doing
• Oversee and provide strategic advice on the development, implementation and maintenance of the evaluation framework for the function including evaluation policy / charter, evaluation universe, governance and controls procedures, systems and practices as well as associated outsourcing, information security and technology considerations.
• Facilitate discussions and build relationships with senior program managers and internal and external partners/stakeholders to establish a deep understanding of evaluation priorities.
• Develop the annual and multi-year risk-based evaluation plans.
• Analyze feedback received from senior management and policy/program areas to recommend opportunities for new projects or services.
• Liaise with Audit to ensure synergy between evaluation and audit practices and results.
• Oversee the performance of the Evaluation function, compile, and report on results against related plans.
• Prepare materials for management and governance bodies on a continuous basis to report on progress of projects and escalate issues of significance.
• Review and challenge the development of the terms of reference of individual evaluation projects and the definition of the research questions, methodologies and approach for the conduct of these projects.
• Provide subject matter expertise on a wide range of quantitative and qualitative analytical techniques, including scenario building, forecasting, modeling of alternatives, cost-benefit analysis, contingency planning, etc., to assess the effectiveness and efficiency in the achievement of expected outcomes.
• Supervise and monitor work performed by consultants and Evaluation Specialists.
• Conduct oversight to ensure compliance with program evaluation standards: utility, feasibility, propriety, accuracy, accountability.

Strategic Communications
• Guide, mentor, and provide strategic and expert advice with colleagues and business lines to advance the Evaluation function and deliverables (such as Evaluation Reports or ad-hoc advice).
• Provide subject matter expertise to effectively oversee the development of evaluation findings, conclusions and recommendations reports and ensure sufficient and adequate evidence exists.
• Develop partnerships with senior management to obtain feedback, including meaningful action plans to address reported recommendations.
• Prepare a range of strategic communications materials (presentation decks, speaking points, Qs and As, strategy notes, briefing notes, correspondence, etc.) to support decision making by senior management, the Board, central agencies and the Minister's Office.
• Manage the quality assurance process and obtain approval of the report and of its public release.
