About the role


We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships.   Reporting to the Vice President, Partnerships & promotion this position is responsible for finding, establishing, maintaining and improving collaborative relationships with governmental partners at the federal, provincial and municipal levels to achieve corporate objectives.  The incumbent will be  responsible for ensuring that agreements are negotiated and are in place to facilitate the build and/or repair of housing units and ensuring that budgetary spending is aligned with corporate mandates to help us make housing affordable for everyone in Canada.


What you will need

  • Bachelor’s degree in political sciences public policy, or public administration, or in a related field.
  • Minimum of ten (10) years of relevant experience, including five (5) years of supervisory experience.
  • Demonstrated client/partner relationship and negotiation skills.
  • Solid demonstration of fostering system-wide thinking, driving innovation and creativity in thinking and consistently acting as an inspirational role model.
  • Expert ability to think through issues by separating out the parts of the problem or situation and thinking things through systematically.
  • Demonstrated ability to manage risks by monitoring the quality of results, market conditions and performance indicators and by taking appropriate actions.
  • Advanced communication skills including presentation, persuasion, negotiation and influencing.
  • Ability to resolve contentious and complex issues directly with client or stakeholders, engaging additional internal and external resources as necessary.
  • Strong understanding of federal programs; working knowledge of government decision-making and political environments in Canada; experience with politically sensitive areas.
  • Project management experience and knowledge.
  • Advanced demonstration of leadership behaviours including taking care of the needs of the team, supporting individuals through change, and creating the conditions to enable performance excellence and innovation.


What you will be doing

  • Provides guidance in the development of effective client relationship management strategies for government partners.
  • Ensures the removal of barriers to effective communication and collaboration with governments to support achievement of corporate mission and goals.
  • Influences the alignment and evolution of external processes and policies to support CMHC objectives.
  • Determines and enables effective escalation processes for complex and/or sensitive situations.
  • Provides advice and guidance to internal and external stakeholders.
  • Manages the infrastructure and integration for investments at the federal, provincial and municipal levels
  • Challenges government policies and programs, promoting the evolution of mutually beneficial partnerships
  • Manages coordination of funding for existing and new agreements; ensures intergovernmental contractual obligations are met.
  • Manages relationships with provinces and territories, municipalities and other federal departments to identify, pursue and implement new collaborative partnership opportunities and enhance alignment of programs, policies and processes, including by making use of CMHC tools and programs.
  • Resolves contentious and complex issues directly with clients and stakeholders, engaging additional internal and external resources as necessary.
  • Manages relationships with critical government partners and oversees the administration of FPT programs, day-to-day operations, client relations, data/collection and research.
  • Develops strategies or solutions to address client needs and ensure the achievement of outcomes with federal funding aligned with the NHS objectives.
  • Negotiates terms and conditions of new partnership arrangement, including intergovernmental agreements negotiated on behalf of the Government of Canada.
  • Ensures delivery of federal programs to PT partners, and manage risks by monitoring the quality of results, market conditions and performance indicators.
  • Ensures effective intelligence gathering efforts, provides strategic input into CMHC policy and program direction.
  • Oversees extensive research in areas of responsibility, maintaining an understanding of various stakeholder groups and their relevant differentiating characteristics, including social, economic and demographic variances
  • Improve results and partnership opportunities by leveraging relevant data and through the creation and presentation of comprehensive plans and recommendations.
  • Align people, work and systems to achieve program and policy efficiencies and results.
  • Quantify, monitor and manage resources and costs.
  • Develop objectives and take responsibility for engagement, enabling a culture of learning, performance management.
  • and accountability within a divisional group.
  • Delegate responsibility and accountability, building capabilities within a divisional group.
  • Demonstrate and promote stewardship of financial and human capital resources.
  • Take ownership and acknowledge impact and outcome of decisions.
