This position reports to the Chief of Staff  in the President’s Office and Corporate Governance Sector.


About the role
The Senior Manager, Briefings and ATIP reports to the Chief of Staff in the President’s Office and Corporate Governance Sector. You will work closely with the Deputy Chief of Staff and Manager of Parliamentary Affairs and Correspondence.  You will be responsible for preparation and delivery of briefing materials for the Minister and President.  . You are also responsible for the cabinet affairs function and oversee the Access to Information and Privacy (ATIP) Office. You will develop and maintain relationships with all sectors in the organization and frequently deal with senior management. . You will anticipates needs; identify, understand and manage current and emerging issues. You will help with the support of advancement of CMHC's corporate objectives.

What you will need
• Undergraduate degree in public relations, political science, business or a related field.
• Minimum of thirteen years of experience in positions of increasing responsibility in a corporate relations environment.
• Thorough knowledge of relationship management between senior officials' offices and outside departments and agencies.
• Thorough knowledge of government and Parliamentary processes.
• Excellent communication skills and demonstrated experience providing advice to senior management including a strong ability to persuade others.
• Demonstrated relationship-building and negotiation skills.
• Ability to multi-task in an extremely fast-paced environment.
• Minimum of five years of experience in people management and/or supervisory roles.
• Experience managing an ATIP function.

What you will be doing
Briefings and Cabinet Affairs
• Oversee briefings, cabinet affairs and ATIP functions.
• Support the Minister, President’s Office and senior management officials by producing high quality briefing materials, and providing strategic advice and recommendations.
• Effectively communicate and coordinate deliverables and priorities with the Chief of Staff, Deputy Chief of Staff, and Manager of Correspondence and Parliamentary Affairs to ensure smooth functioning across the sector.
• Provide timely and high-quality briefing materials that appropriately address issues
• Anticipate needs, identify and manage current and emerging issues to support advancement of CMHC's corporate objectives.
• Identify and manage/escalate as needed high profile issues and offer advice, recommendations, coordination needed to effectively resolve such issues.
• Ensure the overall coordination of Cabinet Affairs for the organization.
• Manage input to various reports and review docket/briefing/cabinet affairs processes on an ongoing basis to identify efficiencies and improve collaboration corporate wide.


Relationship Management
• Support the Corporation’s strong and productive relationship with the Minister and his Office, and other government departments, including at senior governmental levels.
• Maintain strong relationships with management and executive committee members including the President and his office, across the Corporation, identifying briefing needs on key files and sensitive issues.
• Develop knowledge of key portfolios and files and establish relationships across the Corporation, identifying briefing needs on key files and sensitive issues.


ATIP Office
This role is responsible for management of CMHC's ATIP Office and acts as the ATIP Coordinator for CMHC.
• Ensure that access to information requests and requests for personal information are processed in accordance with applicable statutory requirements and internal processes;
• Implement and manage policies and practices to ensure that CMHC programs and activities are carried out in accordance with the Access to Information Act and the Privacy Act (in collaboration with the Privacy Governance Office);
• Provide advice and recommendations on access to information to mitigate risks related to unauthorized disclosure of information and non-compliance with requirements (first line of defence);
• Prepare and deliver CMHC Annual ATIP Reports;
• Effectively manage complaints process with the Office of the Information Commissioner and Office of the Privacy Commissioner;
• that access to information requests and requests for personal information are processed in accordance with applicable statutory requirements and internal processes;
• Keep apprised of legislative and policy changes; and
• Serve as CMHC’s representative in the federal governments ATIP community.

Strategic Management
• Maintain awareness of social and political landscape to anticipate and define the scope, content and timing of briefing notes.
• Maintain awareness of all ongoing issues affecting CMHC and facilitate a two-way flow of information-sharing between all levels of the organization including effective coordination with the sector management team.


People Leadership (human relations skills)
• Work closely with sector management team to foster strong team dynamics across the sector and support an enabled, highly engaged and motivated team;
• Implement strategies to align people, work and systems to improve outcomes and maximize results;
• Ensure that the pace, scope and cost of initiatives are planned, monitored and controlled;
• Delegating responsibility and accountability while building capabilities within the team and sector;
• Informed decision-making with sound understanding of context, data and evidence; acknowledge impact and outcome of decisions;
• Develop objectives and take responsibility for engagement, enabling a culture of learning, performance management and accountability; and
• Create opportunities that encourage bilingualism and diversity and implement practices to advance an inclusive, healthy organization, respectful of the diversity of people and their skills and free from harassment and discrimination.
