As part of CMHC’s Workplace of the Future strategic plan, we have created a new permanent full time position to work alongside with the Information Technology (IT) sector for leading our “smart buildings” project (e.g. lighting, heating, air quality, hot water, physical security, etc.).

 

As a member of the IT Partner Relationships team, you will be responsible for ensuring efficient and cost-effective property management services by planning, managing, monitoring, evaluating and advising outsourced service providers with respect to the delivery of a range of property management services (such as the building automation systems (BAS)) that meet the CMHC's property related requirements. You will play a pivotal role in the development and implementation of corporate-wide policies, procedures and guidelines related to property management and acts as the designated first response level to ensure service providers maintain services during emergencies and business resumption activities. You will also need to be available 24 hours a day to respond to emergencies affecting critical infrastructure and continuity of CMHC's business operations.

 

How you will be contributing:

 

  • Providing strategic direction and overseeing building automation work programs delivered by service providers including procurement activities; participating in negotiation, ensuring the delivery of goods and services, quality, value for money, compliance with building codes and health and safety.
  • Acting as the National Office landlord (property-owner), you’ll be directing service providers in providing daily services and executing responsibilities stated in leases; monitoring tenant relations, analyzing issues and finding mutually acceptable solutions.
  • Developing operating and capital budgets, including business cases, in regards to property management, and ensuring costs are managed appropriately.
  • Establishing service plans including benchmarks, performance standards, service levels, key performance indicators, business rules and reporting requirements, etc.
  • Monitoring compliance with the contract and related service agreements; ensuring adherence to budget, standards and expected deliverables; recommending and reviewing corrective action to achieve compliance.
  • Providing expert technical advice (i.e., property management, base building, architectural, construction and engineering services) to inform the development of work plans, procurement strategies, service delivery, and provision of advice to CMHC senior management.
  • Analyzing, evaluating and reporting on services, performance and costs of outsourced providers.
  • Reviewing updates and regular and ad hoc reports on project plans, progress, status and costs, and objectives, and making appropriate recommendations to CMHC management.
  • Researching and evaluating industry trends, standards and practices relating to smart building to ensure CMHC services remain state of the art and cost effective.

 

What we are looking for

 

  • College diploma in facility management, construction, maintenance, construction management, building design or in a related discipline.
  • Minimum of sept (7) years of increasing responsibilities and relevant work experience in building information modelling (BIM) and/or building energy modelling (BEM) as it relates to Smart Buildings. An equivalent combination of related education and work experience may be considered.
  • Demonstrated work experience in planning and overseeing the work performed by third party providers.
  • Demonstrated experience in managing service provider’s contract and service agreements.
  • Demonstrated experience in developing operating and capital budgets.
  • Demonstrated experience in preparing business cases and reports for senior management.
  • Expertise in project management and construction management (i.e. smart building technologies, health and safety and physical security).
  • Advanced understanding of property and facilities management industry standards, base building systems, construction, trends and best practices.
  • Ability to work under tight deadlines and deal with conflicting priorities and multiple client needs.
  • Solution-oriented with demonstrated ability in developing and maintaining key business partnerships with internal and external stakeholders.
  • Highly developed problem-solving and analytical skills, including the ability to analyze both quantitative and qualitative data.
  • Strong interpersonal and communication skills, able to influence and promote organizational change.

 

Asset:

  • Certified Property Manager (CPM), Real Property Administrator (RPA) designation or any other relevant licence, designation, or certificate.
