Bring your research and communication skills to this Senior Analyst, Policy position.
This permanent position is an exceptional opportunity to become a member of the Policy Measurement and Analysis team in the Housing Needs division, where you will be providing business intelligence, research and analysis, developing options and supporting communication of policy and/or programs and process directions as a member of a multi-disciplinary team.  You will be contributing to the conceptualization, development and implementation of new and/or existing policies, products, services, and results frameworks and/or systems and continually ensures that client needs are addressed throughout the process.


Note:  Candidates who do not meet all of the position requirements may be considered in an under-fill capacity at a lower salary level than advertised or considered for a Senior Administrator contract role (8-month contract).   Senior students and recent graduates are encouraged to apply.


How You Will Be Contributing

•    Conducting quantitative and qualitative analysis to support authoritative policy and/or programs and process advice on matters pertaining to policies, programs and strategies, and to support recommendations to management for provision to senior management.
•    Scanning the internal and external operating environment for emerging policy and/or programs and process issues and needs on policy analysis and advice.  Assess implications of the evolving business context on CMHC and its policies and programs and provide advice on implications.
•    Collecting, analyzing and synthesizing information from diverse sources to provide management with timely assessments of potential implications/opportunities for housing and for CMHC and to identify priority gaps in policies and related policy research and analysis.
•    Providing analysis on specific issues and ad hoc projects by undertaking routine analysis and contributing to non-routine and complex analysis.


Briefing and Communication
•    Representing CMHC at, and organizing as required, meetings, committees, working groups and consultative bodies to communicate Corporate priorities and policy positions and to obtain input to specific CMHC policy proposals. 
•    Developing and providing relevant research materials, summaries and policy analyses to senior management, committees and task forces / working groups. 
•    Developing a variety of written documentation, presentations and briefing materials in support of internal and external communications and for various policy requests as required.


Policy Development and Support
•    Providing input and advice concerning corporate strategies to ensure that activities are well-aligned with CMHC, federal government priorities and emerging opportunities. 
•    Developing and providing input to policy options and proposals.
•    Providing support to national and regional policy users with interpretations, explanations and clarifications on policy use and authority.


What We Are Looking For
•    A commitment to demonstrating CMHC values.
•    University degree in economics, politics, public administration, sociology, information management, business intelligence, or in a related discipline with a minimum of 3 years of relevant work experience; or an equivalent combination of related education and experience. 
•    Strong quantitative and analytical skills.
•    Oral and written communication skills including the ability to persuade others.
•    Attention to detail.
•    Ability to establish and maintain effective working relationships.
•    Collaborative and ability to work in a multi-disciplinary work environment.
•    Ability to interact with various levels of management in a multi-tasking, deadline-oriented, team environment. 
•    Experience with logic models and performance indicator development is considered an asset. 
•    Experience with information and data management or systems implementation is considered an asset.
