Join the Policy team, where we accelerate housing affordability through evidence-based policies, research, and innovation.You will be responsible for providing support to Geographic Information Systems (GIS) systems within CMHC’s Survey and Data Group. The work involves a range of data management and processing functions from database design, analysis, and programming to data manipulation and GIS mapping, but also includes application design, application development and maintenance tasks on GIS products




  • Maintains geographic reference files for all surveys to ensure that a complete geographic framework is maintained and all data produced has a high level of geographic quality.
  • Conducts GIS programming, quantitative analysis and spatial analysis and formulates advice related to the GIS domain to ensure success of research initiatives.
  • Conducts research projects and works on special projects that use GIS concepts and technology and formulates and communicates results to management and clients.
  • Produces scripts in coding language such as Python or R to automate processes, to perform record linkage, remove duplicates and ensure that data is of highest quality by establishing data quality routines for all processes.
  • Consults with clients to determine their GIS needs, writes business requirements and (1) constructs or re-engineers databases to meet their needs or (2) develops applications in GIS software to meet their needs.
  • Integrates, assimilates and reconciles data from alternate sources, in different standard and spatial formats, analyzing and disseminating results for input into requests from clients.
  • Manages and completes multiple simultaneous projects for a number of different clients using project management skills, as well as participates in team settings requiring work on multiple projects

Minimum Qualifications


  • Undergraduate degree in Computer Science or related field complemented by a certification in GIS. An equivalent combination of education and/or experience can be considered.
  • Minimum of 3 years of prior relevant experience.
  • Knowledge of survey procedures from a GIS perspective and Statistics Canada Geographic Concepts and Definitions.
  • Solid ability in providing advice and guidance to clients, both verbally and in writing.
  • Detailed knowledge of GIS programming techniques, practices and software is essential.
  • Advanced knowledge with Python or R and use of Python or R with Jupyter Notebooks and Pyspark implementations.
  • Demonstrated ability to use analytical and problem-solving techniques.
  • Familiarity with Machine Learning and Artificial Intelligence is an asset.
