Salary: Our salaries generally range from $ 153,874.12  to $ 192,342.65  and are based on qualifications and experience.

The Director, Total Rewards is accountable for the development and implementation of the organization’s Total Rewards philosophy, strategies, framework, policies and processes.  This position leads a team responsible for the delivery of payroll, employee & executive compensation, benefits, and pension plan, ensuring market competitiveness and alignment with the HR strategy to attract, motivate, engage and retain high-performing talent. The role oversees and manages the impact related to reorganization, classification or roles and compensation as well as leading CMHC career pathing as it relates to role classification.  



  • Provide leadership in the design, deployment and communication of Total Rewards programs that align with CMHC's strategic priorities:
    • Develop and implement a Total Rewards strategy and framework, policies, and processes in alignment with HR strategy. 
    • Drive the development of corporate-wide compensation programs (including executive and non-executive compensation, base salary, pay for performance (variable pay), incentive programs, pension and benefits, and payroll services) ensuring external competitiveness and compliance with legislative requirements, as well as alignment with directives and business objectives.
    • Research best practices/trends and perform analysis on effectiveness and competitiveness of existing policies, processes and programs. Review and make recommendations to enhance the compensation and executive compensation frameworks. Identify areas of concern/opportunities for improvement and emerging workforce issues related to compensation, pension and benefits practices, develop solutions and implement.
    • Maintain the consistency, integrity, equity and competitiveness of CMHC's salary management programs through effective evaluation and review of pay practices and pay equity analysis and lead the development and annual review of compensation programs.
    • Providing expert guidance to the broader HR division as it relates to the portfolio, on rewards policy interpretation, practices and guidelines for consistent and effective implementation of Total Rewards programs and initiatives.
    • Develop communication strategies and communicate all aspects of Total Rewards policies, programs and processes to leaders and staff. 


  • Develop and maintain a professional network to stay abreast of current trends, best practices and developments on executive and non-executive compensation, legislation and directives (across the public and private sectors) and assess implications (effectiveness and competitiveness) on existing policies and programs.
  • Collaborate with internal partners (e.g., Finance) on total reward planning to ensure adequate forecasts and calculations of expenditures for budgeting, reporting and other analytics are considered to develop compensation and benefits proposals.
  • Establish and maintain effective working relationships with all levels of management (Executive, HR and Line Managers) and establish credibility as a trusted advisor to secure support for Total Rewards programs and initiatives.
  • Ensure the pension plan is administered accordingly and meets all legislative obligations and establish credibility and maintain an effective working relationship with the Pension Council.

Minimum Qualifications:


  • Bachelor’s degree in Business Administration, Industrial Relations, or a field related to human resources management. 
  • 13 (thirteen) years of experience working in human resources with an expertise knowledge of  direct/ indirect compensation practices as well as the experience of working closely with corporate leaders to enable them to reach decisions based on analytical and strategic contributions.
  • 5 (five) years of management experience demonstrating a sound understanding of the principles of leadership, strategy and management.
  • Demonstrated ability to build partnerships with a variety of internal and external stakeholders (including senior leaders) with the ability to persuade, influence and /or negotiate with others on a regular basis.
  • Broad knowledge Human Resources Management policies, practices, theories, concepts and systems. 
  • Knowledge of employment law and regulations, legislative issues and industry trends relating to compensation, pension, benefits and HR.
  • Demonstrate a continuous improvement mindset (staying abreast of emerging trends and best practices) with the ability to drive change.
  • Demonstrated oral and written communication skills (French and English) including the ability to speak and write clearly and succinctly in a variety of settings and styles to a variety of stakeholders (senior management in particular).

  • Certified Compensation Professional (CCP)
  • Global Remuneration Specialist (GRP)
  • FSA (Fellow Society of Actuaries) or ASA (Associate Society of Actuaries) 
  • FICA (Fellow of the Canadian Institute of Actuaries)
