This position reports to the Analytics team in our Analytics and Chief Data Office (CDO)   within the Chief Information Officer (CIO) sector. This sector leads our digital transformation to accelerate housing affordability.

We are looking for a Citizen Data Scientist expert with strong analytical and technical skills and big ideas to join our team to support the growth and maturity of the Analytics capability at CMHC.  The Analytics team leverages the wealth of data available to improve and provide valuable insights in support of decision-making and to achieve our strategy.

 

In this role, you will contribute to the effective delivery of the Analytics portfolio. This includes being involved hands-on in multiple analytic areas and activities from initial concept to deployment while applying best practices in Business Analysis, business acumen and project management. You will be working closely with the project team in the development and implementation of initiatives while helping us make housing affordable for everyone in Canada.

What you will need
• Bachelor’s degree in business administration, statistics, mathematics, computer science, economics or a related field.
• Minimum 5 years of combined experience in business analysis and project management in roles requiring to gather business needs, documenting them, transforming them into solution requirements.
• Excellent business analysis skills with a focus on analytical projects and risk management.
• Strong communication, presentation and influencing skills, including the ability to speak and write clearly and succinctly in a variety of settings and styles as well as communicating messages at multiple levels in the organization.
• Expertise in identifying business requirements, developing supporting documentation, measurement of success metrics, use cases, and user acceptance testing cases/plans and knowledge transfer sessions.
• Advanced critical thinking and problem solving skills, which drives creativity and innovation.
• Knowledge of the Analytics ecosystem including, business intelligence, data science, modeling techniques, data governance, data storage solutions, data lakes, and application scalability solutions.
• Strong knowledge of analytics and BI tools such as R, Python, Spark, Power BI. Expertise with MS suite including MS project and Visio.
• Knowledge of CRISP-DM or similar methodology
• Strong ability to work on several initiatives simultaneously and work within tight deadlines.

What you will be doing
• Analyze business requirements and contributes to solution design in the context of Analytics portfolio (BI & data science) through requirements elicitation, solutions identification, risk analysis and collaboration across the Lines of Business, CDO and CIO teams.
• Provide expertise for one or more areas of the business through analysis and understanding of business needs; applies a broad knowledge of CMHC programs, policies, and procedures in the proposed Analytical and BI solution and ensures alignment and adherence to governance.
• Provide expertise through all phases of CRISP-DM (gating process), facilitates communication with stakeholders including soliciting feedback / input throughout the development cycle, and develops supporting documentation.
• Develop the analytics artifacts and ensures proper sign-off by stakeholders.
• Contribute to the development of the value realization framework and ensures the implementation of the framework through each initiative under the Analytics portfolio.
• Ensure that a plan for benefits realization of the project is established with baseline measurements captured at the beginning of the project and that benefits achieved are measured at completion of the project.
• Ensure business requirements are met or exceeded by establishing success targets for each initiative.
• Work closely with the project team to monitor progress against defined deliverables, ensuring issues are documented and addressed on a timely manner.
• Escalate issues/barriers and findings to the Advisor, Data Scientist in an effort to improve decision making and drive business performance
• Support the Analytics Centre of Excellence (ACoE) and the Analytics Community of Practice (ACoP) activities in the implementation and adoption of processes, procedures, best practices, standards for data and analytics.
• Ensure adherence to the Program framework and playbook and follows project management guidelines to ensure completion of initiatives within expected time frame.
• Support the project initiation (scoping) and leads information gathering sessions.
• Provide regular reports of the status Advisor, Data Scientist and the Senior Specialist, Project
• Ensure there is a common understanding on progress against targets and budget.
• Make recommendations to mitigate identified risks and to address potential, emerging issues.
