Bilingual Specialist, Assisted Housing (Position can be located anywhere in Canada)

Join the Client Operations Team, where we make delivering housing affordability solutions easy. The Specialist, Assisted Housing oversees administration and decisions relevant to underwriting, servicing and lending activities for the purposes of mitigating risks, optimizing client service and achieving corporate objectives. They also provide superior quality service to enhance the corporate image and maintain sound business relationships with industry clients and various levels of CMHC.


 Responsibilities:


•    In consultation with internal and/or external legal partners, drafting, preparing, and negotiating terms and conditions, and supporting clients in the execution of loan agreements and supporting documents,
•    Recommending funding advances and monitoring the ongoing construction of housing projects.
•    Reviewing and analyzing complex funding commitments and providing recommendations for legal contracts, funding strategies and construction advancing.
•    Performing in-depth analysis of legal documentation and professional third-party reports, such as appraisals, quantity surveyor reports and environmental site assessments, to assess risks to CMHC and recommend appropriate solutions.
•    Analyzing complex files to derive recommendations and solutions in line with the expected outcomes of the programs and government expectations and within CMHC’s risk appetite.
•    Providing expertise and advice on relevant programs, policies, products, and services.
•    Establishing and maintaining meaningful relationships with clients and other relevant stakeholders to gain a thorough understanding of the operations and environment, to facilitate reviews and analysis of documents.
•    Leveraging financial and policy authorities to recommend exceptions, when applicable, while designing new solutions.

 

Minimum Qualifications:

 

•    Bachelor’s degree in Law, Legal studies, Commerce, Real estate, or a related field.
•    Minimum of five years of experience in real estate law, construction financing or commercial banking.
•    Demonstrated experience handling complex legal matters and aspects of real estate finance transactions including drafting and dealing with various loan and security documents and reviewing appropriate search results.  
•    Demonstrated client relationship management skills with the ability to negotiate with clients and arrive at acceptable solutions, sometimes in controversial conditions and tight time constraints.
•    Experience in construction loan management or funding is an asset.
•    Knowledge of multi-unit residential lending industry and practices is an asset.
•    In-depth knowledge of risk factors related to construction finance and lending for affordable housing projects.
•    Understanding of social and affordable housing programs.
•    Strong knowledge of procedures, policies, regulations, and risk management.
•    Knowledge of market trends, developments and practices in Canada and of industry partners.
•    Strong decision-making skills.
•    Excellent oral and written communication skills.

 

Preferred Qualifications:

 

•    Certified in Real Estate Finance (CRF), Certified Property Manager (CPM), Chartered Financial Analyst (CFA), Professional Quantity Surveyor (PQS), Canadian Risk Manager (CRM) or Accredited Appraiser Canadian Institute (AACI) designation will be considered an asset.
