About the role

Join the Housing Policy and Program - Risk Management team, in the Senior Specialist, Compliance and Quality Assurance position. In this role, you will play a key role in advancing risk maturity within Housing Programs & Policy (HPP), you will support the sector in applying corporate risk management practices and the corporate Internal Control Policy in a consistent, effective, and sustainable manner. 

You will help ensure risk management and control guidelines remain current, aligned with corporate policies, and well understood across HPP. Through compliance, quality assurance, and monitoring activities, you will raise awareness of risk and control responsibilities and provide senior management with actionable insights to support strong governance and informed decision‑making.

 

This is a temporary position with a duration of 24 months.

 

What you’ll do:  

 

  • Serve as a key enabler of risk maturity within HPP, supporting the alignment of risk management and control guidance with corporate policies, standards, and governance expectations. 
  • Design, implement, and continuously enhance compliance, quality assurance, and monitoring approaches supporting HPP programs and operations. 
  • Support the consistent application of CMHC’s corporate Internal Control Policy, including Compliance, Reporting, and operational considerations, across HPP activities. 
  • Plan and execute oversight, validation, and challenge activities, including scoping, risk assessment, documentation review, and reporting. 
  • Support control design and control testing activities by assessing methodologies, reviewing results, challenging conclusions, and identifying gaps or weaknesses. 
  • Assess the design and operating effectiveness of controls, including IT Application Controls (ITACs) and End‑User Computing controls/applications (EUCs/EUCAs), and raise issues and emerging risks. 
  • Support the sector in identifying relevant Key Risk Indicators (KRIs) to enhance risk awareness and monitoring, without owning or implementing business performance indicators. 
  • Promote risk and control awareness across HPP, working with business lines and oversight partners to reinforce accountability within the Three Lines of Defense (3LoD). 

 

What you should have:

 

  • An undergraduate degree in business, finance, economics, or a related field (or an equivalent combination of education and experience). 
  • A minimum of seven (7) years of relevant experience in risk management, compliance, quality assurance, or oversight roles. 
  • Demonstrated expertise in risk identification, control design, and evaluation of control testing results. 
  • Strong understanding of enterprise risk management practices and the application of the corporate Internal Control Policy in complex program environments. 
  • Solid knowledge of control types, including ITACs and EUCs/EUCAs. 
  • Proven ability to translate findings into clear, actionable risk insights and influence behaviours and outcomes. 
  • Excellent written and verbal communication skills in both official languages (French and English). 
  • Strong judgment, attention to detail, and ability to manage multiple priorities under time constraints. 

 

 It would be great if you also had:

 

  • A recognized professional designation in a related field. 
  • Experience supporting or working on activities related to Housing Programs & Policy (HPP), including program delivery, policy implementation, risk, compliance, or oversight functions.
