Join the Policy and Research team where we accelerate housing affordability through evidence-based policy, research and disruptive innovation. Your leadership skills and your in-depth knowledge of trends and conditions that impact the social, economic and technical performance of housing in Canada will help providing operational and strategic leadership to a multi-discipline team of researchers.  This role involves the planning, execution and communication of a wide range of economic, socio-economic, technical, financial and data insights to support evidence-based decision and policy making. Works in conjunction with other members of the leadership team to increase the depth, breadth and relevancy of this research, including implications for the company’s strategy, housing industry stakeholders and participants, academics and government policy-makers.




  • Oversees the execution of CMHC's research plan by ensuring effective research methodologies, establishing and monitoring the progress of approved research projects against milestones and budgeted expenditures and taking corrective steps to ensure group division and sector and corporate objectives are met.
  • Collaborates closely with Policy, Economist Team and other Research managers as well as other sectors within CMHC in the development of CMHC's multi-year research plan.
  • Oversees environmental scanning, gap analysis and formal consultations to inform this process.
  • Provides input and guidance to senior management and the Minister on a wide range of issues based on timely, relevant, authoritative and evidence-based research outputs and expert knowledge.
  • Leads and provides research support, advice and information to various areas of CMHC in the implementation of programs/initiatives that would advance housing affordability, address housing finance system vulnerabilities, and improve market imbalances.
  • Ensures research results are well integrated with other communication activities to internal and external audiences and is done in a timely, impactful and efficient manner through a variety of media, communication channels and knowledge mobilization activities set in collaboration with the communication team. 
  • Develops and manages effective partnerships with other federal departments, provincial territorial and municipal governments, industry stakeholders and sector associations and academia to advance CMHC’s policy and research agenda.
  • Manages a diverse team of researchers in a matrix structure while developing objectives and taking responsibility for engagement, enabling a culture of learning, performance management and accountability.
  • Understands and manages risks within area of responsibility.


Minimum Qualifications:


  • Postgraduate degree in a related field such as finance, economics, commerce, social science, or planning.
  • Minimum of seven years of experience managing the development and performance of research that meet strategic and operational needs, and experience providing facts, evidence and conclusions to support decision-making. 
  • Minimum of three years of leadership experience with demonstrated effective people management skills and competencies. 
  • Knowledge of and experience with research and analysis of primary and secondary data, quantitative and statistical analysis, knowledge of modelling is an asset. 
  • In-depth knowledge of trends and conditions that impact the social, economic and technical performance of housing in Canada.
  • Ability to function effectively in a fast-paced multitasking environment.
  • Project management skills and experience, with knowledge of governance and project delivery best practices.
  • Strong oral and written communication skills, including the ability to synthesize and present complex ideas and solutions to a variety of audiences, including senior management. 
  • Bilingual (French and English).
