Bilingual Senior Manager, Policy (Position can be located anywhere in Canada)

Join the Multi Unit Risk Management, Strategy & Products team, in Client Solution, where our partners view CMHC as the catalyst for solving housing affordability challenges. This tactical team will focus specifically on aggressively pursuing the attainment of CMHC’s 2030 aspiration.  Your skills and passion will provide advice on the enhancement of Multi Unit products and programs that support risk management and issue resolution through expert guidance, strategy development and policies. 

 

Responsibilities: 

 

  • Leads a team of subject matter experts that are responsible for all Multi Unit housing products and policies. 
  • Provides expert guidance and advice as well as clarifications to senior management, the Director, colleagues and other internal and external stakeholders relating to Multi Unit products and policies.    
  • Takes a lead role in ensuring that existing Multi Unit housing programs and policies remain relevant and continue to support CMHC and federal priorities.
  • Oversees the use of Multi Unit housing research findings, including best practices, and analytical techniques for the preparation of sound recommendations to senior management and government for revised strategies, policies, programs and/or products.
  • Ensures performance indicators are established and monitored in order to measure the quality of results of new or modified policies, programs and/or products in meeting client needs and stakeholder objectives.
  • Leads the consistent use of Multi Unit housing policies and programs within the functional and operational teams.
  • Advises on Multi Unit housing research and consultation strategies to support policy development and lead the dissemination and application of research findings.
  • Manages key relationships with senior management and stakeholders. 
  • Leads or supports senior level interdepartmental committees, working groups and forums to build relationships and promote horizontal collaboration with internal and external stakeholders.
  • Aligns people, work and systems to achieve program and policy efficiencies and results
  • Quantify, monitor and manage resources and costs
  • Develops objectives and takes responsibility for engagement, enabling a culture of learning, performance management and accountability. 
  • Delegates responsibility and accountability, building capabilities within the group
  • Takes ownership and acknowledges the impact and outcomes of decisions
  • Creates opportunities that encourages bilingualism and diversity and implements practices to advance an inclusive, healthy organization, respectful of the diversity of people and their skills and free from harassment and discrimination

 

Minimum Qualifications:

 

  • Undergraduate degree in fields, such as business, economics, finance or mathematics.
  • Solid knowledge of Canada’s housing finance system, mortgage insurance, the secondary mortgage market, lending/underwriting practices and default management.
  • Minimum of ten years of prior relevant experience including 5 years of supervisory experience.
  • Strong oral and written communication skills, including influencing and persuasion skills.
  • Well-developed quantitative and qualitative analytical skills and research skills.
  • Strong planning and project management skills.
  • Knowledge of operational, financial and reputation risk management.
  • Demonstrated experience providing leadership and guidance to others to achieve results.
  • Bilingualism (English & French) is mandatory


Preferred Qualifications:

  • Accounting or risk management certification would be an asset 
  • Expert knowledge of corporate Multi Unit housing products.
