About the role
Join the Access to Information and Privacy (ATIP) team in the Bilingual Senior Analyst, Access to Information and Privacy position. In this role, you will support the Director, Corporate Governance and Corporate Relations Office and a team of Senior Analysts and Junior Analyst in providing advice and guidance to senior management and colleagues in the application and interpretation of the Access to Information Act and the Privacy Act, and related policies and practices (internal and external, e.g. TBS). Working within delegated responsibility under the legislation, you will manage all aspects of requests for information under the legislation (triaging incoming requests, coordinating gathering of relevant records, applying redactions, signing letters, compliance) protecting the Corporation from potential and actual negative reputational and financial impacts associated with any improper release of CMHC's business information and personal information.

 

What you’ll do: 

 

  • Manage and prioritize a high volume of files under tight timelines ensuring compliance with legislative requirements.
  • Maintain relationships with internal and external stakeholders where tact, diplomacy and influencing skills are essential.
  • Apply analytical skills, judgement, discretion and a thorough knowledge of CMHC activities to assess requests within legislative timelines, identify potential impacts, and ensure internal and internal stakeholders are well supported, and risks are managed appropriately.
  • Apply suitable exemptions under the Access to Information Act and the Privacy Act; review applicable policies and jurisprudence to assess the appropriate release of information within prescribed timelines.
  • Conduct research of case precedents, legislation, policies, guidelines, and positions taken by other federal institutions, provincial governments, central agencies, as well as those taken by the Information and Privacy Commissioners to develop advice and recommendations on a wide range of ATIP matters.
  • Manage complaint files with Offices of the Information and Privacy Commissioners, review, recommend and prepare written justification in defense of CMHC's decision-making process and legislative interpretation regarding disclosure and exemptions applied.
  • Develop and deliver training sessions for employees on ATIP, and in doing so, adjust training materials to suit the audience needs and level of knowledge.
  • Draft the Annual Report to Parliament on the Corporation's administration of the Access to Information Act and Privacy Act.

 

What you should have: 

 

  • A post-secondary education in business administration or another related field.
  • A minimum of 5 years of experience managing ATIP files from beginning to end.
  • A comprehensive knowledge of the federal Access to Information Act and Privacy Act including regulations, policies and case precedents.
  • Thorough knowledge and understanding of Corporate business lines and operations.
  • Excellent organization, research skills and the ability to prioritize and manage high volume of files.
  • Strong analytical and interpersonal skills.
  • Demonstrated judgment, tact, diplomacy and strong negotiating skills. 
  • Bilingualism (English and French).

 

It would be great if you also had:

  • Any Access to Information and Privacy certification.
