About the role
Join the Treasury team, in the Bilingual Deputy Treasurer position. In this fast-paced market facing role, you will oversee the day-to-day management of key Treasury activities including trade execution and lending pricing activities, Canada Mortgage Bond (CMB) issuance, investor relations, and syndicate management. You will support the strategic direction and policy decisions of the division, ensuring activities are in compliance with policies, approved strategies, and the three lines of defence framework.
What you’ll do:
- Support the Treasurer by providing leadership and guidance to the Treasury team who are responsible for conducting the day-to-day operations and special projects related to investing, lending, liquidity and CMB activities.
- Assists in managing CMB issuance including recommendation and management of the underwriting syndicates and terms of issue, and execution of issuance, including establishment of the new issue pricing and investor relations activities.
- Actively participates in the deliberations and decision making of Treasury and the CFO sector.
- Provide strong advice and collaboration in the development, recommendation, implementation, and execution of the investment, funding, and associated asset liability management strategies for CMHC's lending activities.
- Collaborate with the Treasury team and both internal and external partners to provide strategic advice around the design, implementation and ongoing operational requirements for various CMHC programs.
- Develops and delivers on CMHC's overall strategy and Corporate Plan.
- Build and maintain key relationships with other government agencies and departments.
- Ensures processes and activities are consistent with the three lines of defence risk management structure and that oversight observations are addressed in a timely manner.
What you should have:
- An undergraduate degree in finance, business or economics, or equivalent combination of education and experience, and a Chartered Financial Analyst (CFA) and/or professional accounting designation (CPA) designation.
- A minimum of ten (10) years of relevant experience in treasury, cash and liquidity management, debt financing, financial risk management, and strategic financial advisory roles. Supervisory or people leadership experience is considered a strong asset
- Sound knowledge of the capital markets and the economic environment.
- Current knowledge of treasury analytical principles, techniques and tools, particularly in relation to asset liability management (ALM).
- Good knowledge of CMHC's mandate, activities and regulatory environment.
- The ability to rapidly synthesize information from a variety of sources and convey it to others in a clear and concise manner.
- Superior communication skills and a comfortable ability to forge and maintain healthy relationships both internally and externally.
- Undertake extensive travel related to the CMB program which involves investor relations meetings and public speaking engagements.
It would be great if you also had:
- Prior fixed-income capital markets experience.
- Prior experience working in a fast-paced trading desk environment.
