Responsibilities:
- Negotiates and navigates through challenging issues that can be politically sensitive.
- Balances the needs of the client against the risk to the Corporation in the creation of funding and lending strategies in consultation with Legal, Treasury and other relevant stakeholders.
- Provides leadership, direction and expert guidance to peer, stakeholder groups, client facing staff and senior management on decisions relating to the application review and funding approval.
- Recommends and approves complex applications within the associated policy framework and delegated financial authorities.
- Accountable for the overall management and administration of the initiative which consist of policy development, development of guidelines and procedures, providing expert functional guidance and training, management of the distribution of files, etc.
- Actions risk-based decisions with direct impact on achievement of overall program target outcomes.
- Strategically influences the program operational workflow and internal staff’s performance by providing expert functional guidance and direction; directly contributing to the development and delivery of training materials and collateral to both internal staff and external stakeholder groups.
- Defines and monitors outcomes reported to Senior Management and the Minister, and monitors and tracks commitments against annual and total budgets.Actively promotes the initiative internally and externally, leverages CMHC's existing client-facing network, and ensures the development of new networks and relationships with a range of clients and stakeholders.
- Works with Legal and the Oversight functions to ensure delivery risks are mitigated. Leverages expertise from internal stakeholders (Legal, Professional Services, Finance and Treasury).
Minimum Qualifications:
- Undergraduate degree in a related field such as business administration, finance or commerce.
- Minimum of ten years of prior relevant experience.
- Expert knowledge of multi-unit real estate financing, lending, real estate, financial markets and credit risk analysis.
- Strong analytical and problem-solving skills to resolve complex issues, sometimes using out-of-the-box thinking, and evaluate risk/reward trade-off considerations.
- Ability to take initiative and work independently on projects and to develop and utilize a network within CMHC to achieve objectives.
- Knowledge of the legal framework related to lending in Canada including legal documentation requirements, title registry systems in all provinces and territories, default management remedies and prudent loans administration practices.
- Strong oral and written communication skills, including influencing, negotiation and presentation skills.
- Strong ability to establish and maintain effective working relationships.
- Advanced ability to identify, assess and manage risk to ensure desired outcomes
Preferred Qualifications:
- Certified in Real Estate Finance (CRF), Certified Property Manager (CPM), Chartered Financial Analyst (CFA), Chartered Accountant (CA) or Accredited Appraiser Canadian Institute (AACI) designation would be considered an asset.
