This position reports to Office of the SVP, Multi-Unit Operations sector. This sector makes delivering housing affordability solutions easy.

 

About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. In this role, you will design and execute a strategic pathway for the working relationship including the management of the Co-operative portfolio. You will also be responsible for providing practical and strategic advice that promotes the sustainability of the co-operative housing portfolio while applying that knowledge to the Multi Unit Operations as a whole. Using your relationship management skills and your technical leadership abilities will help drive results in the division which will help us make housing affordable for everyone in Canada.

 

What you will need
• Undergraduate degree in a related field such as finance, commerce or accounting
• Minimum of ten (10) years of experience in programs, policies and processes for federally funded community housing.
• Demonstrated expertise in providing technical leadership
• Solid experience with organizational and project management activities and the ability to undertake and complete multiple, concurrent tasks.
• Strong ability to negotiate, influence and manage relationships at all levels.
• Strong analytical and strategic skills, along with the ability to reason logically, recognize assumptions, evaluate strengths and weaknesses of proposals and recognize impacts of specific courses of action.
• Strong ability to establish and maintain effective working relationships.
• Strong ability to communicate with ease, particularly in difficult circumstances.
• In-depth knowledge of the political and reputational risks.
• Solid experience in risk management.
• In-depth knowledge of financial matters and concepts relating to mortgages and financial statements.
• Certified in Real Estate Finance (CRF), Chartered Financial Analyst (CFA), Certified Project Management Professional credentials will be considered an asset.


What you will be doing
• Responsible for the negotiation and compliance of the service agreement with service provider.
• Resolve complex and sensitive issues pertaining to housing programs, policies and business activities that are rooted in technical business issues and policy
• Effectively liaises with all relevant CMHC business lines-teams to ensure broad solutions are applied to the portfolio of work.
• Ensures smooth operations delivery and effective communications to the service provider.
• Build and maintain strong working relationships with critical Agency and CMHC staff.
• Responsible for the complementary approach with key NHS partners and industry players to ensure the achievement of CMHC’s 2030 aspiration.
• Detect potential problems and act promptly to resolve conflicts and negotiate an acceptable solution with the service provider.
• Identify and assess implications and priorities, determine areas of focus and work with divisional leadership and relevant teams to prioritize.
• Ensure optimal delivery between existing and evolving CMHC operational capabilities and those of our service provider.
• Develop and lead implementation of initiatives and operational improvements involving the service provider and CMHC.
• Identify opportunities to create efficiencies and enhance alignment with the Quebec co-op portfolio.
• Apply technical knowledge to coordinate and develop appropriate resolution of issues within the developed portfolio strategy.
• Monitor and assess performance against service agreement, client response time measures and portfolio improvement measures to develop strategies and address concerns.
• Monitor reports for Senior Management on the status of the service agreement together with the performance of the relevant portfolios.
• Responsible for the development of measures, which describe the experiences, and outcomes of people benefiting from the Co-operative portfolio.
• Evolve the strategy and portfolio techniques to include the lived experience of people benefiting from the Co-operative portfolio.
• Manage the contract administration and lead the contract renewal and negotiation processes.
• Provide regular expert technical advice and guidance to the service provider on policy interpretation and identify options and solutions to address policy issues and program improvements, supporting the preservation of federally funded community housing.
• Provide expert guidance and direction in those cases not considered by policy, within accepted risk tolerances.
• Promote concepts and ideas supporting the sustainability of the co-operative housing portfolio, with a particular focus on financing solutions.
