About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. You will be leading risk management recommendations, decisions and recommendations of approval for the most complex scenarios related to underwriting, file specific risk mitigation, optimizing client service and achieving corporate objectives.  You will be structuring solutions for complex multi-unit projects and identifying risks likely uncommon to CMHC and providing creative solutions.  You will be acting as a living resource and a leader to provide strategic and practical advice and insights in the multi-unit housing domain. You will help us make housing affordable for everyone in Canada.

What you will need
• Undergraduate degree in a related field such as business, finance or commerce.
• Minimum of ten years of prior relevant experience
• Strong knowledge of procedures, policies and regulations of risk management
• Working knowledge of multi-unit mortgage loan insurance, lending, real estate (including non-housing related commercial), financial markets, and credit risk analysis.
• Strong analytical, decision making and problem solving skills as well as able to evaluate risk/reward considerations
• Strong understanding of serviced client groups in Canada, including legal documentation requirements, title registry systems in all provinces and territories, default management remedies and loans administration practices.
• Ability to take initiative and work independently to develop and utilize a network within CMHC
• Ability to establish and maintain effective working relationships
• Strong oral and written communication skills including presentation, persuasion, negotiation and influencing skills.
• Successful completion of a professional association designation such as being Certified in Real Estate Finance (CRF), Certified Property Management (CPM), Chartered Financial Analyst (CFA), Chartered Accountant (CA) or Accredited Appraiser Canadian Institute (AACI) would be considered an asset. Sound Knowledge of mortgage financing and real estate laws, default remedy and/or public administration.


What you will be doing

• Provides expert opinion on the effective and efficient transactional delivery of Multi-Unit mortgage loan insurance while adhering to the program's policies and operational procedures
• Offers advice, support and alternative creative or innovative solutions to clients and stakeholders including the communication of key decisions, the interpretation of policies and the response to inquiries relations to mortgage loan insurance
• Provides directional guidance to peers, shares best practices and approves risk recommendations within financial authority limits, as applicable.
• Demonstrates leadership through participation on national teams and by providing advice to senior management that shapes functional policies, products and processes
• Negotiates and navigates through challenging politically sensitive issues, while adhering to all relevant policies and procedures
• Manages/ leads the most complex underwriting transactions often necessitating the inclusion of several corporate product offerings, requiring expertise in understanding the independence of all corporate product offerings
• Exercises prudence and diligence to ensure team members comply with all relevant internal policies and procedures applicable to the function, often pushing risk appetite beyond existing boundaries
• Applies sound judgment and decision-making practices that are factual and based on complex analysis to derive recommendations and solutions in line with CMHC's risk appetite on CMHC's most complex transactions
• Bases assessment on breadth of knowledge and experience rather than past transactions to provide unique risk mitigation recommendations
• Sets precedents with recommendation and risk assessment on files
• Researches and stays abreast of changes in legal, lending, and compliance matter within the commercial real estate industry and provides impact assessments and to the Multi-Unit mortgage loan insurance management.
• Seeks out additional expertise to form unique positions to address previously not encountered financial risk scenarios.
• Develops expert opinion to be relied upon by others across the corporation, and which will be added to a growing base of knowledge.
• Undertakes policy gap assessments as required in order to make recommendations to senior management for systemic improvements to risk management.
• Collaborates with Client Solution Team into the management and maintaining of complex and sophisticated client relationship including private and publicly traded companies, real estate investments trusts (REITs), pension funds, not-for-profit etc., in order to manage and address their needs, understand their objectives and explore opportunities
• Uses effective oral and written communication techniques to deliver quality service
• Takes immediate action to address client needs and inquiries
• Collaborates with internal stakeholders such as legal services, policy and operations and borrower analysis to seek and secure professional input, clarification and concurrence in support of recommendations
