Director, Actuarial and Capital Management (Position can be located anywhere in Canada)

Join the CFO and Corporate Services team. You will be responsible for the Mortgage Loan Insurance (MLI) actuarial processes including actuarial valuation, actuarial analysis, and other actuarial oversight. You will also be responsible to lead financial statement modelling and capital management of CMHC’s  Mortgage Insurance and Mortgage Funding activities. 

•    Developing a long-term strategy for core actuarial functions, financial statement modelling, capital management and other advanced analytical capabilities including predictive analytics and data science.
•    Reviewing and approving the valuation of mortgage insurance policy liabilities.
•    Leading the team to support key ad-hoc modelling and quantitative analyses to support to product development, profitability and product strategy, the preparation of the  Corporate Plan as well as interpreting results and supporting key messages as well as continuous improvements and enhancements to core actuarial, financial statement and capital management models.
•    Leading the development of the annual capital plan, quarterly dividend recommendations and other key capital management tasks, including the Recapitalization Framework, quarterly capital calculations and reporting.
•    Reporting the results of the actuarial valuation and Financial Condition Testing (FCT) to senior management and supporting the external Appointed Actuary in presenting results to the Audit Committee.
•    Leading the team to provide independent actuarial analysis, expertise and reporting for CMHC’s financial reporting, planning, capital adequacy and planning, risk management and risk reporting processes.
•    Evaluating the design and pricing of mortgage loan insurance products.
•    Create opportunities that encourage bilingualism and diversity and implements practices to advance an inclusive, healthy organization, respectful of the diversity of people and their skills and free from harassment and discrimination.
Minimum Qualifications:
•    Undergraduate degree in actuarial sciences.
•    Fellow of the Canadian Institute of Actuaries.
•    Thirteen years experience developing, reviewing/vetting, working with or analyzing the risks in models for pricing, valuing or determining the capital requirements for housing-related products, financial guarantee products, financial modeling, or other investment, credit or insurance products.
•    Five years of leadership experience managing a team.
•    Extensive experience providing sound financial advice to senior management.
•    Demonstrated ability to negotiate, building relationships and communicate to influence colleagues, partners and stakeholders at various level within the organisation.
•    Demonstrated ability to capture and synthesize information that allows for the development of actionable recommendations.
•    Strong communication skills both written and spoken (French & English).
