Senior Officer, Operations (Position can be located anywhere in Atlantic)

Join the Client Solution team,  where we’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. In this role, you will oversee the administration of affordable housing subject to an operating agreement and be responsible for making decisions that mitigate risks, optimize client service and achieve corporate objectives. With your superior analytical and problem solving skills as well as your ability to develop and maintain sound business relationships with industry clients, you will help us make housing affordable for everyone in Canada.
This position is an exceptional opportunity to become a member of the Client Solutions team, where you will be responsible for ensuring the effective management of federal social housing programs, including those managed by co-operative organizations, non-profit organizations, and First nations governments, as well as new housing programs under the National Housing Strategy (NHS). 


This position has a duration of 18 months 




  • Contributing to the strategic direction of the CMHC
  • Managing affordable housing programs by analyzing financial statements, budgets and other activities to identify issues, potential problems and/or emerging trends
  • Working with the various business lines on the sustainability of the portfolio and the creation of new units, including providing advice and functional guidance. to the Client Solutions and Client Operations teams
  • Offer advice, support, and alternative solutions in line with our risk appetite to clients and stakeholders, including the communication of key decisions and the interpretation of policies
  • Responsible for operational activities related to the management of government funds
  • Participate in internal processes involving performance monitoring and quality assurance by reviewing and preparing detailed reporting on outcomes
  • Maintain quality relationships with clients to understand their needs and objectives and explore opportunities
  • Work in a team environment and contribute to service standards and turnaround times
  • Use effective oral and written communication techniques to deliver quality service. 


Minimum Qualifications:


  • Bachelor’s degree in business administration or commerce, with a concentration in accounting, finance or property management
  • Minimum of three (3) years of experience in  accounting, financial or property management or in social program management or any other combination of education and relevant experience
  • CPA, is an asset
  • Demonstrated experience in reviewing financial statements and assessing their viability
  • Ability to interpret program guidelines to ensure that maximum flexibility is used in their implementation
  • Strong knowledge of procedures, policies and regulations
  • Strong analytical, problem-solving and decision-making skills
  • Strong oral and written communication skills 
  • Ability to persuade, influence and/or negotiate with others to gain acceptance of proposals or plans
  • Demonstrated organizational skills and the ability to manage multiple concurrent priorities
  • Ability to establish and maintain effective working relationships with internal and external stakeholders
  • Knowledge of affordable housing issues and the social, economic and political trends that affect the affordability and quality of the affordable housing stock
  • Sound knowledge of mortgage financing and social housing programs, default remedy and/or property administration
  • Strong knowledge of various computer tools and applications, including the Microsoft Office suite.

Preferred Qualifications:


  • Demonstrated experience in working with Indigenous clients and/or Non-Profit and Co-operative Organizations
  • Knowledge of Indigenous people culture, politics and history
  • Knowledge of non-profit housing sector politics and history
  • Knowledge of CMHC affordable housing programs, including those available to projects located on reserve lands.
