Specialist, Appraisal Services (Position can be located anywhere in Canada)

Join the Client Operations team led by Sylvain Provencher, where you will facilitate the delivery of housing solutions. The incumbent is responsible for conducting analysis on various types of residential properties and providing professional and impartial advice on all types of housing, including homeowner units and multi-unit properties. Part of your work will consist in supporting the effective delivery of a wide range of CMHC programs and helping determine the lending value of properties for insurance underwriting by providing relevant and reliable statistical tools. The incumbent provides advice and feedback directly to internal partners, which may impact the processing of mortgage loan insurance applications and risk mitigation measures or related decisions. The incumbent collects data and identifies key appraisal benchmarks required to deliver social and affordable housing programs. In addition, he or she provides comprehensive evaluation services, including quality control of external appraisal reports from third-party service providers. Participates in monitoring processes, reviewing the work performed by external appraisers to ensure the accuracy and quality of the services provided, as well as build and maintain positive relationships with internal partners.

 

This is a temporary position for an 18-month term.

 

Responsibilities:

• Provide advice and consulting services on all matters relating to the appraisal of properties, from single-family dwellings to large multi-unit buildings, to support CMHC in delivering its programs or underwriting its insurance products.
• Review, assess and provide recommendations on the appropriateness and accuracy of external reports. Recommend to our internal partners to accept the value established by the external appraisers or propose a new analysis based on your observations.
• Provide internal analyses to various partners, including homeowner and multi-unit mortgage loan insurance, insurance servicing, real estate and Agreement Management. These analyses may take several forms, namely establishing values based on regional market conditions, and validating the data used to calculate lending values of rental properties, such as the capitalization rates, sales prices per unit and gross income multiplier.
• Conduct property-specific analyses and make recommendations for larger and more complex projects to guide partners in their decision-making processes and mitigating risks with respect to rental housing, retirement housing and long-term care facilities, workout plans for buildings in difficulty, and marketing and sale of various real estate projects for the Insurance Servicing Centre.
• Contribute to the development and validation of internal data for the Cap Rate System (STGA) to ensure accurate and reliable results prior to finalizing transactions.


Minimum Qualifications
• Undergraduate degree in Business Administration, Economics or Finance.
• As a reference in his or her field, the incumbent must be an accredited appraiser and a member of the Ordre des évaluateurs agréés du Québec (OEAQ), or hold AACI accreditation and be a member of the Appraisal Institute of Canada.
• At least 5 years of experience in multi-unit property appraisal and multi-unit property sales analysis.
• Expert knowledge of appraisal theory and its practical application to valuation issues throughout the region. Ability to develop and maintain an understanding of appraisal practices, professional association standards, industry trends, data sources and research tools, and other factors that may impact his or her work.
• Advanced proficiency with Microsoft Office and Outlook.
• Keen research, analytical and problem-solving skills.
• Excellent oral and written communication skills, ability to develop interpersonal and influencing skills.

Preferred qualifications
• In-depth understanding of the Canadian housing sector (construction, rental, multi-unit development).
