The role involves the delivery of data services and products to both internal and external clients through effective systems analysis and design, modeling, programming and data manipulation. The ideal candidate will have strong programming and analytical skills and can also understand client needs and translate this into useful data. This is a challenging and exciting role for someone who is passionate about data and wants to make a difference in the housing sector.
What you’ll do:
- Lead business-as-usual production of various data products and reports (includes production of static data tables in Excel, Power BI dashboards, and flat files for website applications such as the Housing Market Information Portal).
- Perform programming and quantitative analysis services on research or policy issues by accessing internal and external data sources, integrating and reconciling data from alternate sources, analyzing and disseminating results in order to respond to client custom data requests.
- Manage and complete multiple simultaneous data-related projects by recommending work schedules and delivering products as requested.
- Identify where automation could create more efficient data related processes and implementing those efficiencies in end-user systems.
- Introduce new - and following existing - quality assurance processes to ensure that all disseminated products contain accurate data and are of high quality.
- Maintain definitions and descriptions of data produced, stored and used by the Data Division; ensure good process documentation.
- Assist with Data Division technology and data transformation projects: this involves migrating large data sets from legacy systems (Mainframe, SAS datasets, Cloudera) to Azure Databricks platform as well as modernizing and automating data ingestion, processing, quality assurance and dissemination.
- Assist in transforming legacy SAS code to other programming languages including Python/PySpark and R.
What you should have:
- Undergraduate degree in a quantitative discipline: computer science, statistics, applied mathematics, data analysis/science, engineering, or related quantitative field.
- Minimum 3 years of relevant programming and quantitative analysis experience or an equivalent combination of education and related experience.
- Intermediate/advanced Python or R programming skills, including Pandas, NumPy, tidyverse, dplyr.
- Intermediate/advanced skills in SQL (complex queries, JOINs and subqueries), and Excel (for data analysis).
- Advanced skills in SAS combined with substantial experience working with SAS statistical software suite to perform programming tasks.
- Ability to translate business processes into business systems requirements.
- Good communication and presentation skills, effective collaboration within cross-functional teams, and demonstrated interpersonal skills.
- Strong customer service skills: ability to understand and translate data needs into useable and user-friendly data output/products.
It would be great if you also had:
- Familiar with Azure cloud services (Databricks and Azure DevOps): currently working, or worked, on a few projects using it.
- Comfortable working with Apache Spark, PySpark and/or SparkR/Sparklyr.
- Project management experience acquired through being a subject matter expert on small to medium-sized technology projects.
- Experience with housing or socioeconomic data analysis and/or a Master's in the outlined disciplines (minimum qualifications section) is considered an asset.
