Business Continuity & Operational Resilience Manager (Based in Ontario or Quebec)

CMHC has a very mature Business Continuity Program and is always looking to challenge industry standards and look for new ways to modernize how we run our program. You will lead CMHC's Business Continuity Management (BCM) program, which aims to achieve organizational resilience and reduce business interruption risks in order for us deliver on our 2030 housing mandate.   You will recommend and establish strategies with senior leadership to ensure corporate preparedness, as well strategically collaborate with crisis management teams to ensure CMHC remains a leader in the Business Continuity space.   
•    Represents CMHC in government-wide and interdepartmental BCM forums, committees, and initiatives to help set government-wide strategic direction, and to find efficiencies by fostering joint exercises with other organizations.
•    Provides strategic advice and solutions to senior leadership team, Incident Management team, BCP coordinators and mission critical employees on the BCM program’s policies, directives, governance and frameworks to ensure preparedness in the event of the failure of critical resources (people, technology, assets and premises); 
•    Leads CMHC’ business impact analysis, development of its corporate Business Continuity Plan (BCP), monitoring all disaster recovery testing and annual review for all sectors BCPs.
•    Acts as the alternate Incident Management Team Chair during major incidents, due to internal or external technological system failures, cyber-attacks, natural disasters, pandemics and/or accidents. Ensures our Incident Management Team works effectively and meets its obligations and responsibilities during a response and recovery of an incident.
•    Strategically collaborates with CMHC's Business Continuity and Incident Management Teams, as well as sector leadership in developing an annual action plan, holding quarterly meetings with BCP sector coordinators, and establishing a corporate training and awareness framework.
•    Provides functional guidance to other BCM Analysts and ensures their professional development and onboarding.
•    Prepares briefing materials, presentations and key performance metrics for consumption by the Crisis Management Committee and Crisis Working Group teams, or Senior Management.
•    In the event of an emergency, the incumbent is required to perform activity monitoring 24/7.
Minimum Qualifications:
•    Undergraduate degree in a relevant field such as IT, Business Administration or any relevant  field to security or disaster and emergency management. An equivalent combination of education and/or experience will be considered. 
•    Prior business continuity and organizational resilience experience, including experience overseeing the work of other key contributors and ability to challenge industry standard.
•    Experience providing strategic advice and recommendations to senior leadership teams and committees.
•    Experience handling complex and stressful situations affecting business operations and in leading a disaster recovery response team. 
•    Advanced knowledge of operational risk and business process improvement methods.
•    Ability to engage and influence others to implement new solutions and behaviours.
•    Extensive analytical and problem-solving skills, as well as the ability to summarize complex information and strategies to a variety of audiences.
•    Superior oral and written communication, including presentation skills in both official languages (English and French), especially related to facilitation, documentation, briefing material, and reporting.
Preferred Qualifications:
•    Certification in a business continuity program and systems knowledge would be an asset.
