Bilingual Specialist, Talent Acquisition (Position can be located anywhere in Canada)

Join the Talent and Culture Team. You will act as the subject matter expert to lead the development of talent acquisition strategies aimed to source, attract and retain the best talents at CMHC. You will work in a team environment and provides functional advice to leaders, program partners and stakeholders on ways to integrate talent acquisition strategies and best practices into CMHC’s Talent Acquisition framework.

 

Responsibilities: 

• Research, analyze, conceive, plan, develop, implement, maintain and evaluate CMHC’s talent acquisition programs, initiatives and strategies using best practices processes, policies, guidelines, metrics, reporting, team training, branding, university partnerships, candidate pipelines, continuous improvement activities and benchmarks to optimize CMHC’s workforce and increase representation of targeted groups in line with the Corporation's overall strategy and other business requirements.
• Participate in the assessment of CMHC’s people risks; identify gaps between the CMHC's current workforce capabilities and those required to meet future business needs; develop comprehensive strategies; and provide recommendations to bridging those gaps.
• Lead the development and execution of strategies and plans to raise awareness of CMHC as an employer of choice; identify new and innovative channels and media options to raise awareness and communicate the employer brand both internally and externally, e.g., social media strategies.  This includes specific strategies for specialized or “hard-to-fill” positions.
• Drive the ongoing process and continuous improvement activities of the Talent Acquisition function using analytics, metrics, SLA, KPI, candidates/hiring managers satisfaction surveys to sustain its efficiency and effectiveness and ensure candidate experience.
• Lead the talent acquisition activities to fill CMHC Director’s positions.
• Lead cross-functional initiatives and projects (may include) overseeing budget, communication and timelines.  

 

Minimum Qualifications:

• Bachelor’s degree in human resources, business administration, education or a related field. 
• Five years of experience as a subject matter Expert in talent acquisition and recruitment best practices.
• Demonstrated experience with process mapping, continuous improvement processes and methodologies (LEAN, Kaizen, Six Sigma, Agile, etc.). 
• Demonstrated experience in social media recruitment initiatives and best practices.
• Experience managing multiple projects with knowledge of project management methodologies (scope/budget/timeline). 
• Bilingualism (French & English) including the ability to speak and write clearly and succinctly and present information in a variety of settings and to a variety of audiences including senior management. 
• Proven ability to work effectively under pressure in a fast-paced environment.

 

Preferred Qualifications:
• Knowledge of Success Factor (ATS).
• Experience leading cross-functional teams.
• PMP (Project Management Professional) certification.
