Advisor, Equity (Position can be located anywhere in Canada)

Join the Data team in the Chief Information Officer Sector, where we enable each employee to embrace strategic risks within established limits. In this role, you will be providing guidance on solutions to close data gaps that prevent us from understanding the impact of race on housing conditions in Canada and identify the nature and extent of disparity in economic and housing outcomes for marginalized groups in Canada. By providing guidance on upskilling and building capabilities with an equity lens, you will play a key role in helping promote equity and fairness at CMHC.

 

Responsibilities:

• Guide the development of data policy solutions to reduce the gaps in economic and housing outcomes while monitoring progress.
• Develop qualitative and quantitative equity/race-based data and tools to enrich CMHC's understanding of actual lived experiences.
• Lead the development and implementation of equity/race-based data acquisition capabilities, including use of survey instruments and administrative data within and outside of CMHC.     
• Drive innovation in the development of new approaches and products as they apply to economic and housing data with an equity/ race-based lens.   
• Provide input into preparation of reports, briefing materials and deliver presentations on data options and solutions related to equity.  
• Build and maintain internal and external partnerships for the purpose of equity/race-based data acquisition.
• Lead scoping and brainstorming sessions with business lines on use of equity/race-based data and analysis to capture business objectives and prioritize opportunities.  

 

Minimum Qualifications
• Bachelor’s degree in Sociology, Business Organizational Behavior, Education, Instructional Design, Statistics, Economics, or any other related quantitative, policy, or behavioral field.
• Minimum of ten (10) years of work experience demonstrating a commitment to serving diverse populations/communities representing a range of social, economic, cultural, racial, and ethnic backgrounds. 
• Sound knowledge of and experience with survey methods and processes, statistical skills to oversee the provision of high quality data and analytics. 
• Strong understanding of anti-oppression frameworks and familiarity with contemporary theories around identity, race and intersectionality.  
• In depth knowledge of public and private sector best practices with respect to equity/race-based data, policy analysis and development.  
• Advanced critical thinking skills, integrative skills and creativity to drive innovation.     
• Experience in design, governance and implementation of equity/race-based data collection and data and analytics-based strategies.   
• Advanced leadership and change management skills.     
• Strong oral and written communication skills, including influencing, negotiation and presentation skills. 
• Bilingualism (French and English)
      

Preferred Qualifications
• Master's degree in field such as Sociology, Business Organizational Behavior, Education, Instructional Design, Statistics, Economics, or any other related quantitative, policy, or behavioral field.
• Experience in developing and writing effective proposals for resource support.
• Knowledge and connection to current academic and practitioner networks in Canada around equity/race-based data collection and/or equity-based data in relation to housing. 
• Knowledge of Policy development in government environments.
